DUMAGUETE CITY – A former member of the Civilian Armed Auxiliary (CAA) of the Armed Forces of the Philippines was shot dead in Guihulngan City, Negros Oriental by four unidentified suspects for a still unknown reason.

A report from the Negros Oriental Provincial Police Office (NORPPO) on Monday identified the victim as Lander Sta. Ana Garde, 45, a resident of Sitio Tuko, Barangay Trinidad in Guihulngan City.

Garde was shot around 2 p.m. on Sunday while walking toward his neighbor’s house.

The suspects, wearing dark clothes and cap, shot the victim several times, hitting him on different parts of the body, before fleeing towards the mountainous area.

The victim was rushed to the Guihulngan City District Hospital where he was pronounced dead on arrival.

Police investigators recovered from the scene of the crime 14 pieces of fired cartridges of .45-caliber pistol and a fired cartridge of caliber 9mm handgun. (PNA)

SIBULAN, Negros Oriental, Oct. 2 (PIA) -- The Department of Agriculture (DA-7) has come up with strategies to prevent the entry and control the spread of African Swine Fever (ASF) which currently plagues the global hog industry. 

DA-7 formed the acronym “LECHON” where every letter stands for a measure or a step to prevent the entry of ASF in the region or contain the spread of the disease once it infects domestic hogs.

According to DA-7 Regional Focal Person for ASF Dr. Daniel Ventura Jr. , the acronym stands for the following:

Locate affected areas and have mandatory testing. 

Execute biosecurity measures, or the 1-7-10 kilometer protocol. 

Coordinated action with relevant stakeholders, to curb the spread of the disease.

Heightened bio-security.

Obtain political support to imeplement the measures. 

Notify authorities relevant stakeholders through risk communication and efficient reporting.

Ventura discussed these strategies to the stakeholders of local swine industry during an Information Caravan on Bio-security to Prevent Swine Disease Incidence in Central Visayas held here on Sept. 27.

Although it was announced by DA Provincial Agriculture Program Coordinator Officer (APCO) Sarah Perocho during the activity that no ASF incident has been recorded in Visayas and Mindanao so far, Ventura stressed it will be beneficial for everyone to prepare ahead of time.

“As early as now, we should already start preparing. Sabi nga magtinabangay ta na hindi pumasok ang virus (And as they say, let us cooperate with each other to prevent the entry of this virus),” Ventura said.

Local hog raisers and other stakeholders are also encouraged to firm up their bio-security protocols as part of the measures avert the disease as there is no vaccine yet to prevent it.

ASF is a dangerous disease caused by a virus that affects hogs with 100 percent mortality rate among swine.

At present, there are 22 countries affected by ASF including the Philippines.

Dr. Jay Alivio, a field veterinarian from Zoetis Phils and a resource speaker tapped by DA-7 to discuss bio-security methods during the information caravan, cited that the foremost method of transmission of this disease is direct contact between sick and healthy swine.

Even though ASF has no effect on humans, persons exposed or had a direct contact with pigs that are already infected by the disease can also contribute to the spread of ASF.

“Based sa akong mga contact sa Luzon (na) mga vet didto ang transmission is direct contact. Pinaagi kuno sa tawo (na naay) direct contact sa virus (pinaagi sa) sinina, sapatos, ekwipo. Once naay infection sa farm sa usa ka lugar posilbe ma-transmit tungod sa tawo o tungod sa mga sakyanan (According to my contacts in Luzon, all are veterinarians, the primary mode of transmission is through direct contact. A person can also contribute in the spread of the disease once exposed in an infected piggery farm. The virus can cling to the clothes, shoes, equipment or vehicle),” Alivio elaborated.

“Ang among gi-advise sa farm na strikto lang pagpatuman sa bio-security sa farm. Disinfenct tapos ilis ug footwears. Mao ra atong prevention. Before musulod sa binuhing baboy, mag-ilis unya mag-avoid lang sa contact kung gikan sa lain lugar (Our best advice to piggery farms is to implement tighter bio-security measures. Always disinfect and change footwear when entering pig pens and avoid having contact with other pigs if you came from a different place. That is our best way of preventing it),” Alivio added.

Alivio also shared that other commercial pig farms spray disinfectants on their trucks while staff undergo disinfection and quarantine upon entering and leaving the farm premises.

He also advised them to use disinfectants that are also guaranteed to eradicate ASF virus.  

Other forms of transmission include feeding pigs with leftover foods (lamaw) or meat contaminated with ASF and bringing in frozen pork products from countries affected by ASF.

With this, the speakers of the event also urged hog raisers to refrain buying leftover foods from hotels and restaurants which they mix with regular swine feeds and feed to their pigs to help them avoid eating contaminated food.

Meanwhile, local chief executives are encouraged to strengthen guidelines particularly in the movement of animals in their respective areas of jurisdiction.

In relation to this, Negros Oriental Gov. Roel Degamo recently issued an executive over which prohibiting the entry of live animals and meat products in all ports in the province in view of the ASF and other diseases that can damage local swine, livestock, and poultry industries.

Animals and its meat products coming from other parts of the country are allowed to enter the province as long as these have the required documents from the concerned government agencies such as Veterinary Health Certificates, Meat Inspection Certificate, and shipping permits, among others, in original copies.

In addition, Degamo also created a task force Provincial Animal Disease Prevention and Control Task Force to monitor the situation of ASF and other animal diseases and also intensify the information campaign on the prevention on such animal diseases.

Provincial Veterinarian Jaime Villaluz cited in the activity that 47 percent of livestock raisers in the province are involved in the swine industry and 88 percent of hog raisers are backyard raisers.

Established hog areas in the province include Canlaon City, Guihulngan City, Manjuyod, Mabinay, Siaton, and Bayawan City.

The total hog population in Negros Oriental is pegged at 1,404,363.

The info caravan here is the first of a series to be conducted by DA-7 across Central Visayas.

Participants of the event were officers of the Provincial Veterinary Office, representatives of hotel and restaurant associations, city veterinarians, livestock focal persons in every municipalities, national government agencies, and members of the provincial task force on Animal Disease Prevention.  (ral/PIA7-Negros Oriental)

GUIHULNGAN CITY, Negros Oriental, Sept. 30 (PIA) -- More than 2,000 residents of Brgy. Buenavista here and its neighboring communities benefitted from the medical mission conducted by the Philippine National Police Police Regional Office 7 (PRO-7) in partnership with the Integrated Provincial Health Office (IPHO) in their village over the weekend.

Medical personnel of PRO-7 along with IPHO doctors led by Assistant Provincial Health Officer Dr. Liland Estacion and Provincial Health Director Dr. Henrissa Calumpang gave free medical consultation, dental services, eye check-up, and medicines to the residents in the area. 

They also conducted minor surgeries, circumcision, and minor laboratory procedures like ECG and blood typing. 

“This medical mission, we initiated it with other agencies. We want to touch base with the people and we assure the people that your police is here to protect you and provide services,” said BGEB. Debold Sinas, director of PRO-7 in an interview with the media.  

Punong Barangay Panfilo Dumabok thanked PRO-7 and its partner agencies for providing free medical assistance and other services to his constituents.

Dumabok said this was the second medical mission held in his barangay, although he cited that this was highly attended compared to the previous one.

“Nagpasalamat ko [og] dako ron sa mga katawhan uban sa among mayor sa Siyudad sa Guihulngan (I thank all the people who attended this and also our mayor in Guihulngan City),” Dumabok said.

Dumabok noted it was Mayor Carlo Jorge Joan Reyes who referred them to PNP and helped coordinate the conduct of the medical mission. 

One of the residents in Brgy. Buenavista, Irma Furno, came to the medical mission with her grandchild.

She said this was her second time to attend a medical mission in her village.

Normally, her family would just go to the clinic in the barangay for their medical concerns.  

She went home with a pack full of cough medicines and vitamin tablets and syrups for her and her grandchild.

Based on records of PRO-7, around 2,848 individuals went to the activity.

Of the total, there were 1,400 who availed of free medical consultation, 105 who availed dental services, eight who underwent minor surgeries, 105 were circumcised, 796 received free medicines and vitamins, 286 who availed of eye consultation and received free eye glasses, 28 had ECG, and 210 had bloodtyping.

Aside from free medical services and consultation, residents of the barangay also availed of free haircut from personnel of the 94th Infantry Battalion of the Philippine Army who also joined the activity and massage treatment from trained personnel of PNP.

Other participating agencies like the Department of Agrarian Reform (DAR) gave free consultation services while the City Government of Guihulngan offered free cedula releasing and the City Veterinary Office administered free rabies vaccination for dogs and deworming for animals.

PRO-7 also handed out free school supplies, slippers, and used clothing to children and other assorted giveaways to the attendees of the event towards the end of the medical mission.

Meanwhile, the medical mission coincided with the blessing and launching of the Police Community Precinct (PCP) or sub-station in Brgy. Buenavista which was established in response to the call of the people to put up a sub-station in their community for heightened security. (ral/PIA7-Negros Oriental)

DUMAGUETE CITY - The “Wish Upon A Star�� program of the Oriental Negros Children’s Advocacy Network (ONCAN), along with its partners and donors, continues to benefit indigent grade school children from different communist insurgency-affected areas in the province of Negros Oriental.

Marietta Jambora, who heads the ONCAN, said on Tuesday with 250 children identified as beneficiaries in this year’s activity, the total number has now reached 25,000 since the program was launched in 2010.

ONCAN is an umbrella network of groups advocating for the rights and welfare of children. It seeks to “fulfill the Christmas wish” of each child on its list yearly, in partnership with the Robinsons Place shopping mall here, the Philippine Army and Philippine National Police.

The Philippine Army identifies 250 poor children from conflict areas who are six to eight years old. Their names and their Christmas wishes and other family background information are then submitted to ONCAN.

ONCAN, in turn, will print the photo of each child, with their name, age, and wish on a star-shaped paper. The stars are later on hung on a Christmas tree at the lobby of the Robinsons Place mall, Jambora said.

Regular sponsors and others who are interested would pick a star or stars, depending on how many children they would like to help, and make the kids' wishes come true by buying what the child hopes for this Christmas, she added.

The stars that have been chosen will be transferred to another Christmas tree next to the first one.

Some of the children’s wishes include toys, school shoes, backpacks, and clothes, among others.

During this past weekend, the ONCAN and Robinsons Place launched this year’s "Wish Upon A Star" with a Christmas tree lighting ceremony at the mall lobby and a short program and gift-giving to 10 pre-school children from Calindagan and Tinago.

Lea Manuela Lopez, mall operations officer, said they are happy to be chosen as a partner and provide the venue for the outreach program that not only brings joy to the children but also because it is part of their corporate social responsibility.

“Actually, we are getting stronger each year with our commitment with ONCAN for the poorest of the poor children in the mountains, and hopefully we can do this in another 10 more years,” she said.

Jambora said on Dec. 15, the Philippine Army will bring the children from the conflict areas, mostly remote and hinterland barangays, to the mall for the “meet and greet” with the kind-hearted donors and for some activities, such as providing them with meals and games.

The PNP will also be on hand to help out on this day, she said.

She thanked the sponsors for their support, noting that while the limit for the wishes of each child is up to only three, some sponsors have given more.

Over the years, regular sponsors for the “Wish Upon A Star” continue to increase and Jambora thanked them for their whole-hearted support, noting that a wish come true for the children means so much to them especially at Christmas time. (PNA)

DUMAGUETE CITY -- The Philippine Coast Guard in Negros Oriental based in this city on Thursday sent more than eight tons of assorted relief items for victims of the earthquakes that rocked Mindanao in late October that left several people dead and many residents homeless.

The Coast Guard here, headed by Lt. Cmdr. Jansen, collected and received the donations from local government units, individuals, and from the private sector over the past few couple of weeks.

This is the second shipment to be ferried on board the PCG patrol vessel, BRP Suluan (MRRV-4406), which is currently docked at the Dumaguete port.

The first shipment of more than a ton of relief goods was sent last Nov. 5, also via the same PCG vessel.

In an interview, Chief Petty Officer Fernando Villalon, the Coast Guard Negros Oriental deputy commander, said the relief goods include sacks of rice, bottled water, used clothing, canned food, noodles, and other foodstuff, among others, with an estimated volume of 8,700 kilograms or about eight tons.

These items are from Negros Oriental and Siquijor, and the PCG Station in Bacolod City in Negros Occidental, he said.

The donations are from local government units, business establishments, private sector, and individuals, Villalon added.

PCG Cdr. Dan Cariño, commanding officer of BRP Suluan (MRRV-4406), explained that part of their humanitarian mission is to ferry the relief goods from here to Cebu.

Because of the large volume of goods that cannot be accommodated onboard the BRP Suluan, Cariño said all of the relief aid they have received will be brought to Cebu City and shipped via a commercial sea vessel to Cagayan de Oro.

“From Cagayan de Oro, Coast Guard land mobility assets there will transport these goods to Makilala,” he said.

The PCG here said it is still accepting donations for yet another loading into BRP Suluan on November 21.

Villalon said donors can bring their relief items to their station located at the Dumaguete port. The Coast Guard can even send its vehicle to pick up relief goods from their offices or establishments for donors who live near the PCG station. (PNA)

DUMAGUETE CITY – Hog raisers in Negros Oriental are hoping to get a favorable answer from local authorities that will boost their “declining” livelihood amid the Asian swine fever (ASF) scare that has affected the pork and processed meat industry in the country.

Cecil Hupa, a member of the association of hog raisers and pig feeds suppliers, over the weekend said a meeting is set on Thursday, Nov. 7, with Gov. Roel Degamo and Dr. Alfonso Tundag, Quarantine Officer of the Bureau of Animal Industry in the province, as well as Department of Agriculture officials.

Hupa said they are now worried about the effects of the ASF even though Negros Oriental is still free from it because the buying price of pork has gone down.

She said they are now on a losing end as meat shops and resellers now buy pork from them at PHP80 to PHP90 per kilo.

Feeds suppliers have joined the hog raisers in seeking help from the provincial government as they have also been affected by the ban on pork going in and out of the Visayas and Mindanao areas.

Some hog raisers are scaling down their production, thus affecting the sale of pig feeds, according to Hupa.

As more outbreaks of the ASF virus are reported in other parts of Luzon, including Pangasinan and Manila in recent weeks, authorities are strengthening security measures to ensure that raw meat from pigs as well as processed foods and meat products containing pork are not allowed to travel to the Visayas and Mindanao.

Hupa said they just want clarifications regarding the government’s ban on pork and pork products, and what interventions can be done to help the local swine industry.

The ASF virus does not affect humans but people can be a source of its spread through vehicles, clothes, and the irresponsible disposal of food wastes that might be infected by the disease, Dr. Tundag had earlier said. (PNA)
