Things the Biden-Harris Administration Did This Week #32
August 30-September 6 2024.
President Biden announced $7.3 billion in clean energy investment for rural communities. This marks the largest investment in rural electrification since the New Deal. The money will go to 16 rural electric cooperatives across 23 states Alaska, Arizona, California, Colorado, Florida, Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, Montana, Nebraska, New Jersey, New Mexico, Nevada, North Dakota, Ohio, Pennsylvania, South Dakota, Texas, Wisconsin, and Wyoming. Together they will be able to generate 10 gigawatts of clean energy, enough to power 5 million households about 20% of America's rural population. This clean energy will reduce greenhouse emissions by 43.7 million tons a year, equivalent to removing more than 10 million cars off the road every year.
The Biden-Harris Administration announced a historic 10th offshore wind project. The latest project approved for the Atlantic coast of Maryland will generate 2,200 megawatts of clean, reliable renewable energy to power 770,000 homes. All together the 10 offshore wind projects approved by the Biden-Harris Administration will generation 15 gigawatts, enough to power 5.25 million homes. This is half way to the Administration's goal of 30 gigawatts of clean offshore wind power by 2030.
President Biden signed an Executive Order aimed at supporting and expanding unions. Called the "Good Jobs EO" the order will direct all federal agencies to take steps to recognize unions, to not interfere with the formation of unions and reach labor agreements on federally supported projects. It also directs agencies to prioritize equal pay and pay transparency, support projects that offer workers benefits like child care, health insurance, paid leave, and retirement benefits. It will also push workforce development and workplace safety.
The Department of Transportation announced $1 billion to make local roads safer. The money will go to 354 local communities across America to improve roadway safety and prevent deaths and serious injuries. This is part of the National Roadway Safety Strategy launched in 2022, since then traffic fatalities have decreased for 9 straight quarters. Since 2022 the program has supported projects in 1,400 communities effecting 75% of all Americans.
The Department of Energy announced $430 million to support America's aging hydropower. Hydropower currently accounts for nearly 27% of renewable electricity generation in the United States. However many of our dams were built during the New Deal for a national average of 79 years old. The money will go to 293 projects across 33 states. These updates will improve energy generation, workplace safety, and have a positive environmental impact on local fish and wildlife.
The EPA announced $300 million to help support tribal nations, and US territories cut climate pollution and boost green energy. The money will support projects by 33 tribes, and the Island of Saipan in the Northern Mariana Islands. EPA Administer Michael S. Regan announced the funds along side Secretary of the Interior Deb Haaland in Arizona to highlight one of the projects. A project that will bring electricity for the first time to 900 homes on the Hopi Reservation.
The Biden-Harris Administration is investing $179 million in literacy. This investment in the Comprehensive Literacy State Development Grant is the largest in history. Studies have shown that the 3rd grade is a key moment in a students literacy development, the CLSD is designed to help support states research, develop, and implement evidence-based literacy interventions to help students achieve key literacy milestones.
The US government secured the release of 135 political prisoners from Nicaragua. Nicaragua's dictator President Daniel Ortega has jailed large numbers of citizens since protests against his rule broke out in 2018. In February 2023 the US secured the release of over 200 political prisoners. Human rights orgs have documented torture and sexual abuse in Ortega's prisons.
The Justice Department announced the disruption of a major effort by Russia to interfere with the 2024 US Elections. Russian propaganda network, RT, deployed $10 million to Tenet Media to help spread Russian propaganda and help sway the election in favor of Trump and the Republicans as well as disrupting American society. Tenet Media employs many well known conservative on-line personalities such as Benny Johnson, Tim Pool, Lauren Southern, Dave Rubin, Tayler Hansen and Matt Christiansen.
Vice-President Harris outlined her plan for Small Businesses at a campaign stop in New Hampshire. Harris wants to expand from $5,000 to $50,000 tax incentives for startup expenses. This would help start 25 million new small business over four years.

166 Years Ago, Empress Marie Claire Bonheur of Haiti Passed Away
Tumblr media
Marie Claire Bonheur (1758-1858)
166 years ago, on August 8th (or August 9th, according to other sources) in 1858, Marie Claire Bonheur, the first Empress of Haiti at the time of its independence, took her last breath.
In anticipation of this post for the anniversary of her death, I had already created three portraits of revolutionary women from Haiti or overseas here: link.
Marie Claire Bonheur was born in Léogâne in 1758 into a poor but free family. Her education was provided by her aunt Elise Lobelot, who was a governess within a religious order. As can easily be imagined, at the time of her birth, Haiti, then called Saint-Domingue, was marked by cruel inequalities, the cruelty of the colonists, and the horrors of slavery.
She married Pierre-Lunic, a master wheelwright, but he died in 1795. It was especially during the Haitian Revolution that Marie Claire Bonheur would distinguish herself.
During the siege of Jacmel in 1800, during the conflict known as the War of Knives between Toussaint Louverture and André Rigaud, which led them to clash in Jacmel, Marie Claire Bonheur tirelessly helped the wounded and the starving. One of her notable actions was convincing Jean-Jacques Dessalines, who was then a lieutenant under Toussaint Louverture, to open the roads so that people in the city could receive more aid, such as food, clothing, and medicine while he was besieging the city. She was in the streets, tirelessly organizing meals, among other activities. She was considered a fighter and, above all, an effective nurse for the wounded soldiers.
In 1800, she married Dessalines, and they had seven children in total. However, she insisted on legitimizing her husband's children from previous relationships, including Catherine Flon, who is considered one of Haiti's four national heroines alongside Sanité Bélair, Dédée Bazile, and Cécile Fatiman.
After Napoleon sent an expedition to Saint-Domingue with the aim of reinstating slavery, Jean-Jacques Dessalines joined the insurgents fighting against the French soldiers. He surrendered to them as a strategy, only to fight them again, especially when the reestablishment of slavery was ordered. After the victory at the Battle of Vertières, following Haiti's restoration of independence, he proclaimed himself emperor, and Marie Claire Bonheur became empress.
When Jean-Jacques Dessalines ordered that the white inhabitants of Haiti, including children, be killed in 1804 (an episode I will detail very briefly in the next post, but let’s not forget that while this massacre was horrible and absolutely condemnable, we must also remember the atrocities committed on the other side against black Haitians before the Haitian Revolution and by Bonaparte's troops with shocking orders, whose executions remind us of the atrocities of Carrier’s drownings), Marie Claire Bonheur opposed it. Some say she fell to her knees before her husband to plead for the lives of the French in Haiti. She, along with other Haitians, saved white and French people.
She is known for saving those who would become known as the "orphans of Cap," Hortense and Augustine Javier, two little girls aged 8 and 5. They first lost their father in the massacre. A former black servant tried to hide and protect their mother and the two girls, but they were discovered on the fourth day, and the soldiers killed the mother. However, General Diakoué, a friend of their father, managed to save them and sent them to safety among former black slaves, who showed them great affection. Marie Claire Bonheur took them in in 1806 and moved heaven and earth to send them to France to be with their family. She succeeded, and the two girls were in France by 1810. They devoted their entire lives to expressing immense gratitude to the Haitians who saved them, and apparently, they and their family managed to have King Charles X in 1830 reward General Diakoué with the Cross of Honor.
When her husband Jean-Jacques Dessalines was assassinated in 1806, she refused the hospitality of Henri Christophe. The former empress lived in poverty until 1843 when she was granted a pension. In 1849, the emperor of Haiti, Faustin, wanted to increase her pension due to his admiration for her husband, but she refused. She died in poverty in August 1858 at the age of 100.
This woman, who had an extraordinary destiny, lived for at least a century. Her memory is very present in Haiti, and she left a great legacy alongside other Haitian women.

PSA- Don’t Buy Tesla’s
“She told NBC6 that her husband would be still alive if the Model S door handles simply opened the car. That did not happen in Jutha’s Model Y, because its doors work with electronic actuators. If an electrical failure occurs, they demand a mechanical manual release.”
“Tesla has transitioned to an electromechanical door latch system on its vehicles, which means the doors are not physically connected to the door opening handles. Instead, these are electrical switches that trigger the electric door release system to open the door. Because there is no physical connection between the door handles and the door latching mechanism, it doesn’t work when the 12-volt electrical system is down for some reason.
This usually happens in the case of a crash. At least two car crashes ended with fatalities because people got trapped inside a Tesla.”
“‘Uggh, it's a Tesla. We can't get in these cars,’ one firefighter reportedly said. Despite the difficulty, they acted swiftly, using an ax to smash a window and rescue the child.”
“The Hyundai Venue compact SUV topped iSeeCars’ review of National Highway Traffic Safety Administration Fatality Analysis Reporting System data for most dangerous cars, while Tesla topped its list of most dangerous car brands.”
“These fires burn at much higher temperatures and require a lot more water to fight than conventional car fires. There also isn’t an established consensus on the best firefighting strategies for EVs, experts told Vox.”
Tumblr media
Seriously- no matter what your political leanings are- DON’T BUY TESLA’S; the fact that no one is widely discussing a very blatant safety risk that people can’t reliably get out of their cars during a car accident is HORRIBLE…
If you KNOW someone who owns a Tesla- make sure they are AWARE of this flaw in certain vehicles and that they should possibly purchase a window breaker to be safe.

A federal report published today found that Tesla’s Autopilot system was involved in at least 13 fatal crashes in which drivers misused the system in ways the automaker should have foreseen—and done more to prevent. Not only that, but the report called out Tesla as an “industry outlier” because its driver assistance features lacked some of the basic precautions taken by its competitors. Now regulators are questioning whether a Tesla Autopilot update designed to fix these basic design issues and prevent fatal incidents has gone far enough.
These fatal crashes killed 14 people and injured 49, according to data collected and published by the National Highway Traffic Safety Administration, the federal road-safety regulator in the US.
At least half of the 109 “frontal plane” crashes closely examined by government engineers—those in which a Tesla crashed into a vehicle or obstacle directly in its path—involved hazards visible five seconds or more before impact. That’s enough time that an attentive driver should have been able to prevent or at least avoid the worst of the impact, government engineers concluded.
In one such crash, a March 2023 incident in North Carolina, a Model Y traveling at highway speed struck a teenager while he was exiting a school bus. The teen was airlifted to a hospital to treat his serious injuries. The NHTSA concluded that both the bus and the pedestrian would have been visible to an attentive driver and allowed the driver to avoid or minimize the severity of this crash.”
Government engineers wrote that, throughout their investigation, they “observed a trend of avoidable crashes involving hazards that would have been visible to an attentive driver.”
Tesla, which disbanded its public affairs department in 2021, did not respond to a request for comment.
Damningly, the report called Tesla “an industry outlier” in its approach to automated driving systems. Unlike other automotive companies, the report says, Tesla let Autopilot operate in situations it wasn’t designed to, and failed to pair it with a driver engagement system that required its users to pay attention to the road.
Regulators concluded that even the Autopilot product name was a problem, encouraging drivers to rely on the system rather than collaborate with it. Automotive competitors often use “assist,” “sense,” or “team” language, the report stated, specifically because these systems aren’t designed to fully drive themselves.
Last year, California state regulators accused Tesla of falsely advertising its Autopilot and Full Self-Driving systems, alleging that Tesla misled consumers into believing the cars could drive themselves. In a filing, Tesla said that the state’s failure to object to the Autopilot branding for years constituted an implicit approval of the carmaker’s advertising strategy.
The NHTSA’s investigation also concluded that, compared to competitors’ products, Autopilot was resistant when drivers tried to steer their vehicles themselves—a design, the agency wrote in its summary of an almost two-year investigation into Autopilot, that discourages drivers from participating in the work of driving.
A New Autopilot Probe
These crashes occurred before Tesla recalled and updated its Autopilot software via an over-the-air update earlier this year. But along with closing this investigation, regulators have also opened a fresh probe into whether the Tesla updates, pushed in February, did enough to prevent drivers from misusing Autopilot, from misunderstanding when the feature was actually in use, or from using it in places where it is not designed to operate.
The review comes after a Washington state driver last week said his Tesla Model S was on Autopilot—while he was using his phone—when the vehicle struck and killed a motorcyclist.
The agency will now also look into Tesla’s statements that drivers can opt in to parts of the recall fix, and are easily able to reverse parts of it.
According to Tesla, the post-recall fixes included stricter driver attentiveness requirements while using Autopilot, larger driver-monitoring alerts (Please pay attention to the road”), and a suspension policy that restricts drivers’ use of the feature if the system finds they are using it improperly.
“Tesla should get serious about driver monitoring, and should limit its use to roads it’s built to work on, for crying out loud,” says Phil Koopman, an engineering professor at Carnegie Mellon University whose research includes self-driving car safety. Without more serious intervention, Koopman says, a cycle of investigations and recalls could continue for years.
Car safety experts with the publication Consumer Reports found in February that Tesla’s recall fixes did not prevent Autopilot misuse.
The new probe comes at a bad time for the electric-auto maker, which is facing its worst sales and revenue growth numbers in years. Tesla also revealed in regulatory filings last fall that it faces an investigation by the US Department of Justice into its Autopilot feature and how it has represented the driving ranges of its battery-powered vehicles.
The timing is also exceedingly awkward for Tesla because it’s pushing even further into autonomy. On an earnings call with investors Tuesday, CEO Elon Musk seemed unperturbed by the company’s recent downturn, focusing instead on Tesla's work in autonomy and its plans to operate a fully autonomous ride-hail service. “Really, we should be thought of as an AI or robotics company,” he said. “If you value Tesla as just like an auto company … fundamentally, it's just the wrong framework.”
Musk has said the company will hold an unveiling event for a purpose-built Tesla robotaxi, called the Cybercab, in August. Just this week, Tesla slashed the price of its more advanced driver assistance feature, called Full Self-Driving, by a third, to $8,000. The company began offering car customers free 30-day trials of FSD last month. Now, its original, flagship automated feature is under new scrutiny.

How military airfields could fix themselves with a new type of concrete
Fernando Valduga By Fernando Valduga 04/23/2023 - 16:00in Military, Technology
For those who have stumbled on a sidewalk or garage, cracked concrete is a problem. But what if the concrete could be fixed? Buildings with cracks can erase the damage before it spreads or before the structure crashes. Or, a concrete runway cracked by wear and tear - or devastated by enemy bombs - could fill the holes by itself and allow aircraft to take off.
The Defense Advanced Research Projects Agency (DARPA), the Pentagon's research office, wants to prepare exactly this type of concrete for military installations. The Bioinspired Restoration of Aged Concrete Buildings (BRACE) program will merge biology and concrete to make this reality.
It's a strange mixture. In literature and cinema, concrete is often portrayed as the antithesis of life. However, BRACE actually incorporates biological organisms to create what is essentially a vascular system within concrete. This type of circulatory system can heal cracks from the inside before they reach the surface of a structure, allowing concrete to "cure" as living creatures do. It can also be used to diagnose why the concrete is deteriorating.
Tumblr media
“The central hypothesis of BRACE is that concrete can be infused with self-repair capabilities typically found in living organisms, inspired by the vascular systems found in humans and vast networks of filamentous fungi that can cover hectares of land similar in scale to concrete buildings,” DARPA says in a recent press release. "These systems can provide a transport network for curing in the depths of the material to repair cracks before they reach the surface and cause failures."
BRACE will examine several biological approaches inspired by fungi and bacteria, said Matthew Pava, program manager at DARPA's Office of Biological Technologies. “Although biological strategies are a potential technological approach that the program will explore, bioinspired approaches based on enzymes and ceramic-like materials are also being investigated.”
The goal is to insert the BRACE "into cracks and voids of aged concrete to start the repair and then remain present to cure additional cracks that arise over time," says Pava.
Tumblr media
Concrete is a challenging biological environment. It is highly alkaline "as a drain cleaner," says Pava, and there are few organic compounds, such as proteins, to sustain life. On the other hand, concrete is not incompatible with life. " Biology is ubiquitous and recent research has shown that even concrete has its own microbiome. We plan to incorporate 'designed living material' to help solve this problem, limiting carbon production associated with concrete construction and possibly reducing civil and military infrastructure repair costs."
One question that the U.S. military will certainly ask is whether self-repairable concrete can be used in combat zones to strengthen airfields, roads, bridges and other infrastructure. Although it is too early to determine if this is feasible, BRACE will follow two paths: a strategic route aimed at large permanent structures, such as missile silos and naval piers, and a tactical route for rapid repair of temporary airfields used by expeditionary forces.
Tumblr media
BRACE will last 4.5 years, as several contractors - including the Lawrence Livermore National Laboratory, the University of Colorado Boulder and the Battelle Memorial Institute - use different approaches in the development of technology.
Perhaps because BRACE uses biological organisms and processes, the DARPA announcement emphasized that "safety is fundamental and all research will be subject to regular reviews by an independent laboratory and regulatory agencies to ensure that BRACE technologies do not pose a threat to human or structural health". Researchers will be required to work with experts on the "ethical, legal and social implications" of the technology, in addition to meeting EPA requirements when testing BRACE outside the laboratory.
“DARPA does not assume security,” explains Pava. "We carry out tests to empirically determine whether the technology meets the appropriate safety standards and we do so in accordance with the appropriate regulatory bodies, including, but not limited to, the Environmental Protection Agency."
Tumblr media
The concept of self-repairable concrete, or "bioconcrete", is not new. But the benefits for military use can be enormous. The ruined facilities in the U.S. military facilities have become a big problem: the structures are old and are falling apart, from barracks to buildings, warehouses of supplies that could be repaired would save money and improve morale. In combat, a self-repairable runway would save on maintenance - and complicate the task of an attacker who could not be sure if the air base would return
And maybe one day, the sidewalks will be fixed.

The gang were quiet until they saw the TV in their den turn on out of nowhere
(here in this au there are some things from today's world but not as advanced)
General of Fire Nation: don’t bother, you son’ the a le to stop Fire Lord
all are serious
General of Fire Nation: unless you want facing thousands of soldiers, you’ll do exactly as I say
Sokka: what do you want? General of Fire Nation: my demands are simple. The Team Avatar It will be delivered to the fire nation and Sokka…
Everyone got serious, especially Zuko and Sokka.
General of Fire Nation: will take this lovely Young lady to her junior prom
Katara, Suki, Toph and Aang fell backwards while Sokka had a twitch in his eye and Zuko… he had a raised eyebrow and his arms were crossed
Hi, Sokka-poo
Sokka: Um, what was that last again? Zuko: Sorry to interrupt but Sokka, who is this girl? And why she call you poo?
General of Fire Nation: her name is Aoi and you will take her to prom!
Zuko put fire in his feet and rose up
Zuko: this prom is some manner of Duel, yes? he pulled off a glove and gave the screen a slap in the face, Aang and Toph laughed behind them while Suki and Katara denied.
Zuko: Sokka eargely accepts
Sokka: It’s not a Duel, Zuko. It’s a date
The 5 of them opened their mouths and shouted
Zuko: he does not accept! Do you hear?! Sokka does not accept! He pulled the 5 to safety and Zuko started to freak out. Zuko: odium! Scandal! Atrocity! These demands must not be met…
He began to unconsciously shoot fire from all sides, anger and jealousy overpowering his calm but somewhat explosive personality.
Aang and Katara shot water at the places with fire and also at Zuko but it did not seem to help.
Zuko: out of his minds if he believes you would even consider such a distasteful
Sokka: I have to do it
All Gaang: What?!
Sokka: It’s the only way to conceive the fire lord's plans and planning strategies,
Zuko: but-but-but… the road along with him
Sokka: I have to, Zuko, no matter how mucho i don’t want to and i really don’t want to
Zuko stared at him while the rest of the team prepared to calm him down when he got angry or started crying.
General of Nation Fire: so we have a deal?
Sokka: I’ll take the girl to prom
General of Nation Fire: don’t tell me. Ask her
Sokka: you’ve gotta be-
General of Nation Fire: Do it! Sokka: Aoi, was it?
Aoi: yes!
Sokka: right. Will you go with me to the prom.
A live fire appeared behind Zuko, Katara threw water at it, but that didn't even lessen Zuko's anger, it increased.

Is Electrifying Vehicles Urgent for Sustainable Urban Mobility: Case Study of Jakarta, Indonesia
1. Introduction
The population in Jakarta reached more than ten and half million people in 2021 in an area sized 664 km2 (BPS DKI Jakarta, 2023a; 2023b). Being the biggest city in Indonesia, the city accommodates many economic activities and has been becoming the economic centre of the country. The growing activities in the city further expanded the region into a metropolitan area named Jakarta-Bogor-Depok-Tangerang-Bekasi (Jabodetabek) with more than 29 million people in the area (InfoJabodetabek.com, 2020). By the growing population and activity centred in Jakarta, the city has been facing a problem with its transportation.
The national and local governments have been trying to address the transportation issues through some measures, including odd-even road control, progressive private vehicle taxation, and public transport improvement (Pergub DKI No. 88 Year 2019; Perda DKI No. 2 the Year 2015; see BPTJ, 2020). Through these measures, the city succeeded in reducing congestion by 19% from 2019-2022 (Tomtom, 2022). However, this reduction does not mean fewer environmental issues caused by transportation. The city environmentally experiences air pollution caused mostly by transportation. IQ Air on May 2022 considered the air quality of the city five times worse than the WHO standards. According to Vital Strategies and Institut Teknologi Bandung (ITB) (2020), the major source of air pollution in the city came from vehicle exhaust, coal combustion, construction activities, open burning, and paved road dust, as well as secondary aerosol and sea salt. The Provincial Department of Environment also confirmed that transportation contributed to around seventy-five per cent of the air pollution in the city (Naufal, 2022). Without any heavy measures taken, the condition in Jakarta will cause multiple problems, including individual and public health. Even some reports show that air pollution is one of the major factors reducing people’s life expectancy (Greenstone and Fan, 2019; Mantalean, 2019).
Tumblr media
The measures which the government has been taking on transportation issues have been ineffective in managing the environmental consequences. For instance, the odd-even policy is not significant in improving the air quality in the province (Zulkarnain & Al, 2021). Moreover, the system has not succeeded in controlling the ownership of private vehicles in Jakarta as the percentage of the bus is much fewer than other private vehicles, such as cars and motorbikes (BPS DKI Jakarta, 2023c). Not only has the government failed to control the amount of private motorised vehicles, but the national government also aims to provide subsidies to purchase and shift to private electric vehicles (EVs). Coordinating Minister for Economic Affairs explained the incentive to private EVs came from the aim of the energy transition to greener energy which has been implemented in some countries in Europe and Thailand (Putra, 2022). Looking at the condition, the strategy to subsidise private EVs becomes questionable as to what extent it can accommodate the needs for sustainable mobility in urban areas, such as Jakarta.
 2. Sustainable Urban Mobility
The concerns about connectivity in urban areas become more pressing as the number of people living in cities is around 56% (World Bank, 2022). In balancing the different aspects of connectivity, urban mobility has transformed to meet the needs of sustainability. Some institutions defined the matrixes or indicators to understand sustainable urban mobility. WBCSD (2018) has developed a set of tools to measure the sustainability of urban mobility. With 19 indicators, the tools encapsulate the principles of access, inclusion, environment, people, area use, safety, and comfort. Additionally, ITDP (2017) published the Transit-oriented Development (TOD) Standards to maximise the benefits of public transit and non-motorised mobility which emphasises the users, the people. The standards underline the inclusivity of mobility which is a necessary foundation for long-term sustainability, equity, shared prosperity, and civil peace in cities. In general, sustainable urban mobility puts importance on people, the planet, the economy, land use, accessibility, and safety. Using this concept, this article will scrutinise the scenario of providing subsidies to EVs in the case of Jakarta on different dimensions: environmental, land use, and people inclusion.
 3. Environmental Considerations of Electrifying Vehicles in Jakarta
The global demand for greener energy has pushed many countries to shift their sources of energy to be more renewable. Not only impacting the energy sector, but the sustainability aspect also influences the need for greener transportation, including the use of less carbon emission EVs. The Indonesian government has confirmed their intention to launch a subsidy policy for EVs to fit with its target of electrifying fifteen million vehicles by 2030 (CNN Indonesia, 2022). Without a doubt the policy will target big cities, including Jakarta, to use more EVs. However, this decarbonising vehicle strategy has not counted the reality that it is possible carbon emissions from other processes surrounding the use of EVs. Regardless of more adoption of private EVs on the road, other aspects, such as manufacturing and fuel processes, may emit more gas emissions in Indonesia (Padhilah, 2023). The strategy to prioritise private electronic vehicles can encounter another problem in the effort to decarbonise transportation. Indonesia is one of the countries that use fossil fuels and coal as the primary sources of its energy, accounting for around 60% of its total energy source in 2021 (Ritchie et al, 2022). Specifically, the electricity of the country is mostly generated by coal until 2020 with around 69%. The ambition toward environmentally friendlier electricity generation has not made significant progress in 2014-2020 (BPS, 2023). Regardless of the fewer fossil fuels used by private vehicles, the country still needs to work much harder to turn the table in decarbonising from privatisation. The energy combusted from the power plant will still emit carbon, or even more due to the need for higher electricity to power up the private vehicles.
In the context of Jakarta, the current promotion of private EVs will still pose threat to public health and the environment. Coal combustion, mostly from the coal-generated power plant around the city, has been becoming one of the major air pollution sources in the city (Vital Strategies & ITB, 2020). Along with the higher demand for electricity energy, the government needs to be more realistic in realising its ambitious goal to create a greener Jakarta. As long as the threats to the environment and health still exist, the promotion of environmentally friendlier technologies, including private EVs.

 4. Land Use: Is Jakarta only for Vehicles?
Sustainable urban mobility highlights the importance of densifying the lands to match the growing density. The dense population needs to have a balance between high residential and job densities to support high-quality transit, local services, and public space activity. In other words, the idea of sustainable urban mobility requires having less zone for private motorised vehicles in the city (ITDP, 2017). This idea does not resonate well with some areas in Jakarta. The government does not turn the strategic locations for high dense population residential areas, such as promoting more affordable housing closer to the economic centres (see more Hakim, 2022) or any proper public spaces in the city. In terms of public commuting, the government still focuses on building roads than public transit or other public spatial facilities. For example, the Ministry of Public Works and Housing still lists the inner-city flyover highway with a length of 40 km in its work (SimpulKPBU, 2021).
Aside from the focus on toll road construction works, Jakarta still cannot accommodate a safer and more walkable sidewalk. Many of them are narrow, broken, or even used for vehicle parking. The situation further comes with safety issues since many pedestrians must walk along with many vehicles on the road and the sidewalks (Nababan, 2022). Sustainable urban mobility promotes fewer motorised vehicles and a safer and more comfortable sidewalk for people. With the same situation or more vehicles on the street, there would not be any safer and more comfortable for people. Even further it will incentivise people to keep using motorised vehicles because there is no guarantee that pedestrians to walk around. Therefore, land use for transit-oriented development in Jakarta needs to change the perspective of urban mobility which is not a private-vehicle-oriented focus.
 5. Inclusivity of the Policy Plan
The current urban socioeconomic landscape in Jakarta tends to favour the urban rich. This population tend to live in the city centre, meanwhile, it is otherwise for the urban poor. According to this situation, the urban poor has fewer opportunities to enhance their livelihoods as they need to commute longer than the urban rich. Mobility inequality in Jakarta has been neglected as people have a higher dependency on private vehicles to have safer and more comfortable mobility (Janssen, et al. 2022; Hidayati, et al, 2019; Hidayati, et al. 2021). Considering that urban development will remain to emphasise the use of private vehicles as one of the strategies to combat climate change, there is a high possibility Jakarta will maintain its status quo. The possibility of subsidies of up to five trillion rupiahs for EVs (CNN Indonesia, 2022) will not create an inclusive strategy for many people, especially the marginalised community, living in Jakarta. People will still have to commute using their private vehicles and limit their mobility compared to the urban rich.
Tumblr media
Sustainable urban mobility highlights the importance of social inclusionary and will not burden the marginalised poor in commuting. The poor should not have a major burden to spend the most time and money on their commute (ITDP 2017). Nikitas, Thomopoulos, and Milakis (2021) explain that EVs can become an enabling system for sustainable urban mobility as long as their usage focuses on their nexus between connectivity and multimodality whereas the key is public transit. The government needs to promote the importance of transit in Jakarta and improve their strategy to attract people to use public transport instead of private vehicles. Therefore, it is necessary to adopt behavioural changes policies and environment-making by limiting the use of private vehicles. However, the economic-focused EV subsidy (BBC Indonesia, 2022) will block the nudging of public transport adoption in the city while the government also neglects the points to adopt sustainable mobility for the city that can benefit many people. On the other hand, the promotion of more EVs for public transport will benefit in many aspects socially: improving social mobility, especially for the urban poor, improving safety in public spaces and making them more liveable and diverse, and more inclusion considerations for marginalised urban communities (e.g., gender minority, differently-abled people) (ITDP, 2017). Rather than nudging people to use public transport, the government needs to nudge people to see public transport as a comfortable, safe, and reliable transport means to counter the current perspectives on public transit (Tjahjono, et al, 2020). Furthermore, there needs coverage expansion of public transport in Jakarta to eradicate the social exclusion for certain groups in areas not integrated globally (Hidayati, et al. 2019). The article by Gaduh, Gracner, and Rothenberg (2021) also supports the claim that the city needs to consider the increasing quality of the corridor expansion in improving the population’s welfare.
 6. Conclusion
Global demand for cleaner energy and less carbonising vehicles pushes the government of Indonesia to improve the energy sector, including subsidising EVs for cleaner transport. However, there have been many issues with this policy plan, especially concerning the idea of creating sustainable urban mobility in Jakarta. Firstly, the plan to subsidise EVs will create greener and fewer carbon emissions from the vehicles. However, it will remain unsustainable since the electricity sources will most likely still source from unsustainable sources (i.e., coal and oil). This situation will remain to have the same threats to the city ecosystem environmentally, such as air pollution from power plants. Secondly, more spaces will still be dedicated to personal vehicles and neglect the importance of spaces for people. Thirdly, the subsidy will most likely target the urban rich and continue the mobility inequality in the city. The government needs to consider their investment on a more sustainable basis, such as public transit. Overall, the government needs to rethink the investment in private electric vehicles as a way to manage transport-related problems in Jakarta.

The handling and logistics of hazardous materials in India face critical challenges in safety, compliance, and efficiency. With increasing regulatory standards and the potential for economic impact, implementing best practices in hazardous goods logistics is essential. This guide provides strategies for safe, compliant, and efficient management of hazardous materials, supporting a safer and more sustainable supply chain.
The logistics of hazardous materials in India presents unique challenges, as recent statistics reveal significant risks and regulatory demands. According to the Ministry of Road Transport and Highways, over 5,000 accidents involving hazardous goods occurred in 2021 alone, resulting in over 1,000 fatalities and numerous injuries.
These figures underscore the serious safety issues inherent in handling and transporting dangerous materials. With nearly 41,523 industrial units generating close to 8 million tonnes of hazardous waste each year, as per the Central Pollution Control Board (CPCB), safe and compliant logistics practices are essential to minimize environmental impact and adhere to strict regulations.
India’s hazardous goods logistics sector is poised for growth, with projections suggesting that improved logistics management could reduce logistics costs by 8.35% of GDP, significantly benefiting the economy.
Regulatory advancements, like the IS 18149:2023 standard introduced on March 6, 2023, provide updated guidelines on the packaging, labeling, and transport of dangerous goods, reinforcing safety standards.
Additionally, the National Logistics Policy (NLP) of 2022 aims to modernize the nation’s logistics infrastructure and enhance compliance, paving the way for safer operations and attracting foreign investments in this critical sector.
Studies indicate that implementing comprehensive safety training can reduce incidents by up to 70%, highlighting the importance of equipping logistics teams with the knowledge and skills to handle hazardous materials safely.
In this guide, we explore best practices and strategies for optimizing hazardous goods logistics, focusing on safety, regulatory adherence, and operational efficiency to support a more sustainable and secure supply chain in India.
Understanding Hazardous Materials
To effectively manage hazardous materials, it's essential to understand their specific characteristics and requirements for safe handling.
GHS Classification and Labeling
The Globally Harmonized System (GHS) of Classification and Labeling of Chemicals provides a universal standard for identifying hazardous materials. Training your team to recognize GHS classifications, which categorize materials by physical, health, and environmental risks, ensures accurate labeling and safe handling. This foundational knowledge supports compliance and minimizes risks during storage and transport.
Managing Material Compatibility
One key to safe hazardous materials handling is segregating incompatible substances. Mixing certain hazardous materials can lead to dangerous reactions, making compatibility management essential. Creating a compatibility chart based on Safety Data Sheets (SDS) helps guide safe storage practices and prevents incidents in the warehouse.
