You guys have probably heard that the EPA just set new Maximum Contaminant Levels (MCLs) for the first time in decades for PFAS, which is BIG news in the industry, but not a surprise. I've been in meetings for months hearing about how new PFAS regulations were in the works, and the consensus in the environmental sector is that it's long overdue. But for the rest of you who've never heard of PFAS before I can break down what the big issues are and why they've taken so long to address.

So PFAS stands for per- and poly- flouroalkyl substances, and it's not one chemical compound, but an entire class of thousands of chemicals that have these chains of Carbon and Flourine atoms. For anybody who doesn't have a chem background fluorine is a nasty atom, it has seven electrons in its valence shell and it will do anything to fill it up to eight, creating incredibly strong bonds.
So you have really strong C-F bonds and these chains of C and F atoms are hydrophobic, which means these compounds are durable and water resistant, which makes them great for all sorts of industrial uses. And we've used them in everything: clothing, fast food wrappers, paints, solar panels, and non-stick pans just to start.
Unfortunately, these wonder chemicals are PBTM- Persistent, Bioaccumulative, Toxic, and Mobile. They don't break down, they build up in the food chain, they have adverse health effects, and even though C-F chains are hydrophobic, additional compounds connected to them can make them soluble in water (so they're in our drinking water). We're starting to realize PFAS can raise cholesterol, inhibit immune response, interfere with your thyroid (part of your hormonal system), cause liver toxicity, is linked to cancer, and more!
At this point you're probably starting to think wtf, how did we allow the continued widespread use of these chemicals? Well, we have phased out quite a few high profile PFAS compounds including PFOA and PFOS, but we still want to regulate and test for them in our drinking water. While PFAS is in many different products, the biggest sources of contamination are industrial runoff, areas where fire fighting foams were tested and used, landfills that leach out PFAS into the surrounding area, and wastewater treatment plants. So don't feel too stressed about eating microwave popcorn or using nail polish.
The reason these regulations took so long to implement was because of how difficult it was to connect such small amounts of PFAS with health hazards. The level of concern for PFAS is extremely low- in the ppt (parts per trillion) range. When I sample for contaminants I'm generally testing in the ppm range and higher, for PFAS we're looking an entire scale lower. We literally did not have the technology before the last few decades to detect PFAS in the ppt range in water, let alone study their effects (you can't just impose massive regulations without any proof to back it up).
States that currently have PFAS limits in drinking water have mostly capped it in the 10-70 ppt range. The new MCLs are 4-10 ppt for the six PFAS compounds the EPA addressed, which are six of the most common and most studied PFAS compounds. Most of the bitching I've seen is about how much this will cost and that the new limits are too low. The conservative take on this is that there isn't enough evidence to support such low MCLs, although most people in the environmental industry feel that more and more research keeps coming out and will keep coming out (remember studying such small amounts of anything is difficult) to support these levels. On the other side of the spectrum, there's the consensus that this is just the beginning and that more and more regulations on PFAS will be needed.
And they're in the works! I saw a proposed rule by the EPA that would ban 12 (already defunct) PFAS substances from pesticides. It wouldn't really affect the current manufacturing of pesticides, but it would be a safeguard from letting them back into the manufacturing process in case of a conservative presidency.
If you're still here I'd like to end on the note that as our science improves, our understanding of how we have impacted the environment and our health will improve. We are constantly going to find out about the adverse effects of new chemicals or things that we may not even produce anymore, and that's a good thing. Over time we are going to make the world a healthier and safer place.

The Bhopal Tragedy
On the night of December 2nd, 1984, a Union Carbide plant in Bhopal, India, began leaking 27 tonnes of the deadly gas methyl isocyanate. None of the six safety systems designed to contain such a leak were operational, allowing the gas to spread throughout the city of Bhopal. Half a million people were exposed to the gas and 25,000 have died to date as a result of their exposure. More than 120,000 people still suffer from ailments caused by the accident and the subsequent pollution at the plant site. These ailments include blindness, extreme difficulty in breathing and gynaecological disorders. In the Immediate aftermath, the health care system immediately became overloaded. In the severely affected areas, nearly 70% were under-qualified doctors. Medical staff were unprepared for the thousands of casualties. Doctors and hospitals were not aware of proper treatment methods for MIC gas inhalation. There were mass funerals and cremations. Within a few days, trees in the vicinity became barren, and bloated animal carcasses had to be disposed of. 170,000 people were treated at hospitals and temporary dispensaries, and 2,000 buffalo, goats, and other animals were collected and buried. Supplies, including food, became scarce owing to suppliers' safety fears. Fishing was prohibited, causing further supply shortages. Formal statements after a few weeks were issued that air, water, vegetation, and foodstuffs were safe, but people were warned not to consume fish. The number of children exposed to the gases was at least 200,000. Within weeks, the State Government established a number of hospitals, clinics, and mobile units in the gas-affected area to treat the victims. A cohort of 80,021 exposed people was registered, along with a control group, a cohort of 15,931 people from areas not exposed to MIC. Nearly every year since 1986, they have answered the same questionnaire. It shows excess mortality and morbidity in the exposed group. Bias and confounding factors cannot be excluded from the study. Because of migration and other factors, 75% of the cohort is lost, as the ones who move out are not followed. A number of clinical studies are performed. The quality varies, but the different reports support each other. Studied and reported long-term health effects are: Eyes: Chronic conjunctivitis, scars on cornea, corneal opacities, early cataracts Respiratory tracts: Obstructive and/or restrictive disease, pulmonary fibrosis, aggravation of tuberculosis and chronic bronchitis Neurological system: Impairment of memory, finer motor skills, numbness, etc. Psychological problems: Post traumatic stress disorder (PTSD) Children's health: Peri- and neonatal death rates increased. Failure to grow, intellectual impairment, etc. Missing or insufficient fields for research are female reproduction, chromosomal aberrations, cancer, immune deficiency, neurological sequelae, post traumatic stress disorder (PTSD) and children born after the disaster. Late cases that might never be highlighted are respiratory insufficiency, cardiac insufficiency (cor pulmonale), cancer and tuberculosis. Bhopal now has high rates of birth defects and records a miscarriage rate 7x higher than the national average. The site has never been properly cleaned up and it continues to poison the residents of Bhopal.

PFAS (per-and polyfluoroalkyl substances) are a global environmental and health issue. There is extensive soil contamination near Hügelsheim in the district of Rastatt. In this area, compost mixed with paper sludge containing PFAS was spread on agricultural land in the past. Within the framework of the BMBF PFClean project, researchers from the University of Stuttgart are testing how activated carbon in the soil could bind harmful substances and thus protect the groundwater.

Stopping the transport of harmful substances into the groundwater
In the project “PFClean – An Innovative Modular System for the Sustainable Reduction of PFAS Contaminants from Soil and Groundwater”, a team from the University of Stuttgart headed by Haslauer is currently testing a method in a field trial of reducing the contamination of groundwater by the pollutants. In January, the researchers introduced activated carbon into the soil of a contaminated field in Hügelsheim with the support of project partners. The PFAS substances are intended to adhere to the homogeneously incorporated activated carbon. The aim is a higher absorption capacity in the soil, which will stop the further transport of harmful substances into the groundwater.
The PFClean team investigates whether this method will be successful with the aid of a detailed monitoring system. This includes regularly taking groundwater samples from 13 monitoring sites and pore water analyses. “In this way, we hope to find a viable way of sustainably managing the pollutant load in the groundwater,” says Haslauer.
After trials in the laboratory, PFClean is testing approaches on site
Successful laboratory experiments preceded the pilot project on site in Hügelsheim. The project, which started in March 2023, investigates not only the increase in the absorption capacity of soils, but also further approaches for PFAS remediation technologies such as the removal of PFAS using so-called funnel-and-gate systems. In this method, impermeable walls built into the subsoil control the direction of groundwater flow in order to retain the PFAS at a single point. Other tests are concerned with the degradation of harmful substances by microorganisms and at different temperatures.
“To date, there are hardly any in-situ remediation technologies, meaning the removal on site, at the source of the contamination,” says Haslauer. This is due to the wide range of possible properties of PFAS: Some are mobile and can be easily transported in the subsoil and carried into the groundwater. Others bind strongly to soil materials. All of them are very stable due to carbon-fluorine bonds. For this reason, they are also called “forever chemicals”. Until now, PFAS have been removed from contaminated water using various treatment techniques, for example in waterworks, but not at the source of the contamination, i.e. directly from soil and groundwater.
The goals of PFClean are to test on site and, if necessary, refine the approaches developed in the laboratory and in large-scale trials for the remediation and removal of PFAS from soil and groundwater, and to achieve a rapid and effective transfer from science to real-life application. In addition to the location in Hügelsheim, trials in Reilingen, south of Heidelberg, are planned. There, at individual points, PFAS found their way into the ground from fire-extinguishing foams.

The substance group of per- and polyfluoroalkyl substances comprises about 5000 individual substances. PFAS are dirt-, water-, and grease-repellent and can be found in countless products: in outdoor jackets, frying pans, paper and cardboard, in shampoo, varnishes, and fire-extinguishing foam. Some of the chemicals are harmful to health. High concentrations in the blood may damage organs or cause cancer. For decades, PFAS have been finding their way into the environment, for example, in wastewater and exhaust gas. They accumulate in soils and groundwater and decompose only very slowly.
