Kashkari, que se convirtió en líder de la Fed de Mineápolis en 2016, sirvió en el Departamento del Tesoro de Estados Unidos entre 2006 y 2009, y en 2008 dirigió el Programa de Alivio de Activos en Problemas, que utilizó dinero del gobierno para ayudar a estabilizar el sistema bancario.

Dr. Natalie Smolenski, a Senior Fellow at the Bitcoin Policy Institute (BPI), urged the International Monetary Fund (IMF) to adopt Bitcoin instead of Central Bank Digital Currencies (CBDCs). During the IMF’s virtual seminar “The Fight for the Future of Money” on January 20, 2023, Dr. Smolenski discussed the advantages and disadvantages of CBDCs, alongside former CFTC Chairman J. Chris Giancarlo and the IMF’s Tommaso Mancini-Griffoli.
Dr. Smolenski included a quote from Neel Kashkari, President of the Minnesota Federal Reserve, in her presentation: "I keep asking anybody—anybody at the Fed, or outside the Fed—to explain to me what problem this [CBDC] is solving." She argued that CBDCs lack innovative benefits, as real-time settlement is already possible through FedNow and the Bitcoin Lightning Network.
She highlighted that CBDCs would enable the state to capture additional tax revenue through cash replacement and ID verification. However, she pointed out that CBDCs do not address financial inclusion and wealth redistribution issues, noting that the main barriers to banking system inclusion are AML/KYC requirements and low income, which Bitcoin does not impose.
Dr. Smolenski also raised concerns that CBDCs would lead to full surveillance, individually-targeted monetary policy, and revenue capture from the informal economy. According to her, these design requirements make CBDCs less favorable compared to Bitcoin.
