Un reencuentro que destapará muchas dudas… “Siempre Fui Yo · Temporada 2”

Hi seabird
You don't have to give me titles, but how many sneaky extra wips do you have in your hoard besides your front-runner wips, the ones you talk about consistently or use in tag games? in asking storyteller questions on Friday because I forsee myself forgetting tomorrow
this is the funniest question to ask me, famous wips hoarder. if i was a dragon my cave would be filled with empty computer documents. but! to narrow it down i will talk about wips who are the most bare bones but i still really like
coughing roses: no idea! but it involves the characters fae velásquez, jo czerny, and raf ocampo. they're dating. they're in high school. they are in their 20s living in a shitty apartment. they steal something from the host whenever they go to a party. they're in a band. they're best friends. they killed someone. there's flower symbolism.
little red riding hood & the wolves: an alternative version of little red riding hood where red's family raises wolves and the enemy are the hunters and woodsmen who want to harm said wolves. the set-up is she moves to town with her parents, while her grandmother stayed behind in the forest to look after the wolves.
catholicism gothic: magical realism set in costa rica but while barrio ángeles is set in san josé, i think catholicism gothic will be set in cartago or heredia. it revolves around cousins who one day find a fallen angel in their property's pond and keep it locked away in the house.
the orchard commonwealth: dark academia boarding school book about a classics studies teacher who comes back to the place she graduated from to teach and watches from afar the cult her students begin to form, not knowing she's a big influence on them.
las bacantes: siglo xx: ifigenia moves in with her estranged aunt after her brother is put into rehab following an overdose that almost killed him. she starts attending a local private school where she is roped into a search for the god dionysus through the reenactment of his mysteries, led by a girl who calls herself ariadne.
crocus lane: a world where humans have died out there's a community of talking animals (beatrix potter style). who go about their day to day life in a dark fairy tale sort of way.
there's more but we'll leave it at that!

Police contract deal hits a snag
City, union disagree on ‘G-file’ grandfather clause
Just days after shaking hands on a tentative contract, the city of Austin and the police union have told the American-Statesman they have differing interpretations on how the deal would affect once-confidential police personnel information, such as that of alleged misconduct by officers.
The issue has now cast uncertainty as to whether the Austin City Council will approve the tentative contract, since members have expressed concern that it isn’t clear if it complies with the voter-approved Austin Police Oversight Act, formerly known as Proposition A.
A key tenet of contract negotiations this year between the city and Austin Police Association has been about factors relating to compliance with that act.
While multiple aspects of the oversight act needed to be worked out through the city’s meet-and-confer process with the association, almost none took center stage more than that of the “G-file.”
The G-file is a confidential personnel file kept by the Police Department that, among other things, holds accusations of misconduct lodged against officers that were found not to be substantial or to rise to the level of any discipline.
When voters overwhelmingly approved the oversight act, they elected to eliminate the use of the file.
The city previously said it couldn’t get rid of the G-file because it would violate state law unless a deal was worked out with the association to end its use.
Activists disagreed, and the G-file became part of a lawsuit against the city for not implementing aspects of the oversight act.
But now that the city and union have a tentative deal, which will cost nearly $218 million over five years while giving officers a 28% raise over those years, both sides appear to have a differing opinion of the contract’s language about what happens to G-file materials.
The issue is whether there’s a grandfather clause in the contract for the release of G-file materials.
youtube
That grandfathering comes from a previous deal during the bargaining process between the city and the union that said the city would not release any G-file materials that existed from before the start of the contract.
In the tentative agreement, the police association says there is a grandfather clause, while the city maintains there is not.
Additionally, activists who got the oversight act on the ballot believe the contract, which was made public Wednesday, allows for the grandfathering of materials.
City Council Members José “Chito” Vela, José Velásquez and Zohaib “Zo” Qadri have publicly stated on the city’s message board that they want clarity on the issue.
Vela and Qadri both said they believe there isn’t a grandfather clause, but they said that they still need the city to clarify its stance before they take a vote to ratify the contract.
Vela has called on the city to release a memo clarifying its stance on the G-file by Oct. 2.
The council is expected to vote to ratify the contract at its Oct. 10 meeting.
“We have a duty to ensure that the public understands how the agreement impacts transparency and oversight,” Vela wrote. “Our police officers also need to understand what they are voting on.“
A long fight during negotiations
At one point during bargaining, both sides had agreed that the city would not release an officer’s G-file materials unless it was put in there after the start date of the contract once it was ratified, and any G-file materials from before the contract would not be released.
Then a Travis County civil judge made a ruling related to the file that threw the agreement up in the air.
The ruling was made as part of a lawsuit by Equity Action against the city for not implementing aspects of the oversight act, namely that the Police Department still had the G-file and wasn’t making it public.
A judge recently ruled in favor of Equity Action, saying the city needed to get rid of its G-file.
Since then, city leaders have publicly affirmed they would be following that decision.
Mayor Kirk Watson said he saw no reason to appeal it, while City Manager T.C. Broadnax said the city had begun receiving public information requests for G-file materials and was working through releasing it when applicable.
But before the judge made this ruling, the city and Austin Police Association had come to a tentative deal July 24 of what would be in the contract related to the G-file.
In that tentatively agreed to section of the contract, which the public could not read until the contract language was made available Wednesday, there was a grandfather clause associated with the G-file.
Essentially, the city and union said that any officer G-file materials from before the start date of the contract would not be released.
However, any G-file materials after the start date would be publicly available per the Texas Public Information Act, which has provisions on what can be released.
After the judge made the ruling Aug. 30, the city came back and said it needed to get rid of that previously agreed-to language.
The city said it needed to have a “stop-gap” related to the G-file in the contract.
The stop gap said that pending any possible other court ruling or something else that superseded the judge’s ruling, the city would go back to the original grandfather clause language.
The association responded by calling for all language related to the G-file to be removed from the contract.
The city said it couldn’t do that because that wouldn’t comply with the oversight act and the city attorney would not agree to it.
Upon hearing this, the association’s lead negotiator Ron DeLord packed up his bags and walked away from the table Sept. 10.
A week later, the city and the association resumed negotiations and Sarah Griffin, the city’s chief labor relations officer, said that “we relooked at our original (tentative agreement). … We absolutely believe that during the term of this contract, it 100% complies with Prop A. … We’re redrawing our language we had added to it and going back to our original language.”
This was interpreted to mean the city would go back to what both sides agreed to in July — that there would be a grandfather clause.
That’s what Michael Bullock, president of the Austin Police Association, believes they agreed to, adding that it’s also what the recently agreed-to contract says.
The city says otherwise. “There is no G-file grandfather language/ clause included in the TA,” Michele Gonzalez, a spokesperson for the city manager’s office, said in a text message to the Statesman.
For Bullock, the first two sentences of the section in the contract where the Gfile is discussed is what makes him believe the contract allows for this grandfathering.
Those two lines are: For complaints of alleged misconduct which occurred prior to the effective date of this Agreement, the department shall follow (Texas Local Government Code)143.089.
Effective upon execution of this Agreement and for complaints for alleged misconduct which occurred after that date, the City shall not maintain a confidential police department personnel file under (Texas Local Government Code) 143.089(g), nor shall the Department itself.
Bullock said the use of the word “prior” in the first sentence tells him that the city will be following the state law, which gives the Police Department the power to have the G-file, which is Texas Local Government Code 143.089 and would mean that the city can’t release G-file material on an officer before the start date of the contract.
https://statutes.capitol.texas.gov/Docs/LG/htm/LG.143.htm
Bullock said the contract’s language is “pretty straightforward” that there’s a grandfather clause, but he added that further court rulings down the road could complicate things.
Vela said that he interpreted those two first lines differently.
Mainly, he said the first sentence would default to state law, and since the judge ruled that the city cannot have a G-file anymore, then it would mean there’s no grandfather clause.
Bullock said disagreements between two sides on contract language such as this aren’t uncommon.
However, he said if the contract isn’t voted on or ratified, it would be “catastrophic,” as this would be the third contract to be voted down by the City Council.
In 2018, the council rejected the first tentatively agreed-to contract between the city and the association, and then last year the council did it again in light of the oversight act election.
“I don’t see any reason why a contract vote should not happen or be delayed or anything else, unless we wish to continue to flirt with disaster,” Bullock said.
Kathy Mitchell, senior adviser for Equity Action, said she agrees with the police association that the contract allows for grandfathering as it’s written.
She said a grandfathering clause in the contract would violate the oversight act.
Mitchell, who attended multiple bargaining sessions, said if neither side seems to agree on the language, then there isn’t a “meeting of the minds” and that they should go back to work out the language so everyone is voting on the same agreement.
“We have a duty to ensure that the public understands how the agreement impacts transparency and oversight. Our police officers also need to understand what they are voting on.”
