There's a lot to be said about how many Native tribes, often lacking in the economic opportunities available in many non-tribal areas, have turned their economic development models towards providing services that are forbidden to provide outside of tribal land. The 1987 California v. Cabazon Band of Mission Indians ruling acknowledged the right of tribes to operate gambling facilities regardless of state regulations, and the Obama-era loosening of weed regulations made it easier for them to sell marijuana with less concern for non-tribal laws.
Although these policy developments were not something that most tribes actively sought out, they eventually realized that these policies gave tribal lands a monopoly on certain goods and services that people were unable to acquire elsewhere. Perhaps for the first time ever, government decisions had given tribal economies an advantage over the non-tribal economies surrounding them. This led many tribes to lean hard into their newfound policy-based comparative advantage, building up their local economies around non-Native tourism in a way that sits awkwardly with many Native activists' desire for economic sovereignty.
Tribes with well-managed tribal governments have been able to use this arrangement to great advantage. The Eastern Band of Cherokee Indians (who this post is really about, simply because I know a lot about them) not only uses the money generated by their casino resort to fund social services, they also distribute some of the casino's earnings as cash dividends to Cherokee residents, effectively funding a basic income for the tribe with the money lost by gamblers (who are, disproportionately, white outsiders). After centuries of being robbed by surrounding white communities, there's something of a perversely poetic justice to this (even if those losing the most money at the casino are not necessarily the same segments of the white population who gained the most from Cherokee dispossession).
But it's not all good news. This arrangement also has some concerning side effects on the political economy of Native tribes. The EBCI Cherokee tribe have long opposed federal recognition of the Lumbee, another group in North Carolina who are the largest Native tribe in the US that is unrecognized by the federal government. One of the reasons that the Cherokee have turned their backs on the Lumbee's quest for recognition is because it would threaten their monopoly on gambling in North Carolina. If the Lumbee were treated as a proper tribe, they could open up their own casino, threatening the monopoly profits of the Cherokee casino. Thus, another use of the Cherokee's casino funds has been to actively lobby against another Native tribe.
The EBCI Cherokee's economic reliance on their casino has damaged any prospect of inter-tribal Native solidarity in North Carolina. From the Cherokee's perspective, they have been placed in a situation where the desires of other tribes come at the direct expense of their own tribes' desires. The tension between these two is not a natural phenomenon, but rather the product of a policy framework which leaves little choice for tribal economic development outside of cutthroat monopoly preservation. If solidarity is to live, the casino-first model must die. The question is: what replaces it?

Classes start this week at Purcell Collegiate School (PCS), an international boarding school in B.C.'s southeast.
The first cohort of 12 students from across Canada, and countries like Japan and China, are living in a former residential school in the Aq'am community, within the Ktunaxa Nation.
The building, St. Eugene Mission, was a residential school from 1912 until 1970.
In 1992, the community began the process of turning the building into a resort, and today it's an award-winning hotel, golf course and casino that is owned by the Ktunaxa Nation and Shuswap Indian Band.
Now, a portion of it is also home to international students while they live and learn in the community.

American Indian Discrimination and Issues
If you want the links to important causes just skip towards the end, but I implore you to read through what I’ve written as it’s important as well!
I think it’s a major disservice that barely anyone talks about the fact that the Federal Government doesn’t recognize members of tribes whose land was taken from them. Obviously most of the US is stolen land but in the mid 1900s the Federal government terminated Indian land rights to “assimilate” Indian people, and without an official land base it’s harder to congregate and act as a sovereign nation, therefore they aren’t eligible for federal recognition. Furthermore, in 1900 the Bureau of Indian Affairs didn’t do a complete consensus of the US and missed places where Indians lived, meaning members of indigenous communities were missed and not represented on the census data. One of the criterion to becoming a federally recognized tribe is the demonstration “that it has been identified as an American Indian entity on a substantially continuous basis since 1900.” (R. Lee Fleming, Director of the Office of Federal Acknowledgement).
Some of you may also be wondering why federal acknowledgement is so important. For starters, American Indians are the poorest ethnic group in the US. Federally recognized tribes are permitted to open up casinos in places that do not permit gambling because these tribes have the status of being a sovereign nation. While these casinos are able to provide for many Indian families and make improvements to reservations, this income isn’t extended to those with tribal ancestry who aren’t apart of those Federally recognized tribes. You also can’t get financial assistance from the Bureau of Indian Affairs if you’re not from a Federally recognized tribe. This means that any federal programs, health insurances, grants, reparations, etc. are not provided.
There is also a large chunk of American Indian history that is erased from the knowledge of the general public - such as the fact that they weren’t granted US citizenship until 1924, 56 years after African Americans were granted it, or the fact they were also subjected to Jim Crow laws and racial segregation in the South, or the Red Power movement as a whole.
I think it’s important to understand the struggles American Indians have faced and still face to this day - having the highest likelihood than any other race of being killed in a police encounter (3x the rate of White Americans, 2.6x the rate of Black Americans), having an incarceration rate 38% higher than the national average and receiving harsher sentences than White, Black, and Hispanic offenders, having the highest rate of violent crime victimizations compared to every other race with around 70% of those committing hate crimes not being of the same race as them, with 46% of the perpetrators being complete strangers to the victim, and 75% of sexual assaults against them being committed by strangers or acquaintances (according to the Bureau of Statistics )- whereas amongst the general population only 58.5% of sexual assaults are committed by strangers or acquaintances (RAINN).
They also have the lowest median household income out of all races in the US (data from 2022). Furthermore, the American Indian population is rarely mentioned in discussions about the racial wage gap despite the fact that they make nearly the same (only one cent more) earnings per dollar as Black Americans do (US Department of Labor) relative to White American earnings and having a lower share of income than every other race. Nor is it mentioned that American Indian women on average are paid less than Black Women (who are often more focused on by the media) when looking at the racial gender gap (National Partnership for Women and Families).
Another issue that is rarely addressed is the poor access and racism faced in terms of health care. The leasing causes of death for American Indians are heart disease (25% of deaths), cancer (22%), and accidents (19%). There are many diseases that affect American Indians at a higher rate than the general population as well. However, they also are more likely to not receive medical assistance because of the cost and much less likely to have visited a dentist as well, putting them more at risk for dental related illnesses. 33% of American Indians also do not have health insurance either. Furthermore, the Indian Health Service (the Federal Department dedicated to providing American Indians with Health Care services) has had its funding cut multiple times within the past two decades (with a $800,000,000 cut in 2013) making it harder to provide adequate health care for them.
I would also like to state that I’m not trying to diminish the discrimination, racism, and pain that other people of color undergo, nor am I trying to devalue or discredit their experiences. All people of color deserve justice and equality . I’m just trying to raise awareness to the fact that American Indians face a lot of discrimination at higher rates but are less focused on in the media. Overall, I just think that it’s important to draw more attention to the issues that they face and different ways to combat those issues.
Some American Indian Organizations and Causes to support are:

However, it now serves as a way to support their people after it was no longer recognized by the Federal government, leaving them without access to programs that support their health and well-being. https://chirpca.org/
Diné C.A.R.E. which defends Najavo communities against exploitative and destructive environmental practices and issues. https://www.dine-care.org/about-us

i'll scratch you raw
L'etat c'est moi
it's day four? i think? time is slippery at the best of it, and this has been, well, not even vaguely the worst. just weird.
it's a middle class neighbourhood, that i can no longer tell the signifiers as to if it's slouching up or sliding down, or is just resolutely planted. the houses all feel huge. but they're falling apart in pieces too. too old and expensive to maintain. paint flaked off. paneling removed in some half-finished reno leaving insulation out to the elements. a garage wiv a caved-in roof being eaten by moss. if you took away the maintained lawns, this could fill in nicely for a low-budget early-years post-apocalyptica.
there are many Trump-Vance signs; a smaller, but not insignificant number of thin blue line American flags. there are so, so many American flags. this irrepressible need to remind ourselves we are here, and our claim to the land is valid, i guess.
my uncle speaks wiv praise veiling some mixture of jealousy and cupidity about the Indian casinos. i half listen, to be polite, both halves. if i gave him my full attention, we'd probably wind up fighting, and there's still two weeks left to this trip.
he is over to the house constantly. his girlfriend can't get my name right. not even a mispronunciation, which would be understandable, but not even in the same linguistic ball park.
neither of them has managed to get my pronouns right even 5% of the time. which comes up a lot. people talk about me as if i weren't here. but they talk about everyone as if they weren't right there in the room.
the degree of love-in-shape for military and country is, frankly, bewildering. they prattle on the telly about how wonderful it is that Harris is getting even the younger generation to be proud of being American again, how she's taking back American Exceptionalism from being a stigma to the Dems. it is hard to repress a shudder of disgust.
da watches CNN constantly. CNN and golf. CNN and golf and Yellowstone. i do not understand what Yellowstone is. rah rah cowboy bullshite. not even fun, dyke cowboys. just Kevin Costner. maybe? i don't know. some actor i look at and my brain says "Kevin Costner," and for all i know my brain is right.
i discouver i loathe television. this is not a nose-in-the-air snob there is better to be had in [insert media x]. television, for me, is un-unwatchable. i demands my attention, and i seem helpless to not give it. the word that comes to me is resent. i resent its insistence. i resent that i am incapable of being in the same room as it and not giving it my near undivided attention. i spend most of my time on the back porch. it's quiet, there are squirrels sometimes.
CNN was banging on this morning about some hostages what got waxed in Gaza. it felt like hours. how sad for the families. how callow and vile of Hamas to murder, the word murder was stressed, them. not so much time given over to the hostage of Palestine. the families burying loved ones for almost a year now. daily. the takeaway seemed to be, at least, that the military activity was a failed path, so i mean, i don't know. like, i'm glad their point is (i guess?) maybe Israel shouldn't be bombing the ever-living fuck out of Gaza, but less because it is, in fact, evil, and more because it wouldn't secure the release of the hostages. which, right for the wrong reasons here is almost as infuriating as completely wrong. i had to keep leaving the living room on account of my blood pressure was twisting itself up dangerously high, so it's possible i missed some threads.
being back has been weird so far, i guess. as isolating in its own ways as being in Tokyo running myself ragged was. maybe i'd feel more of a pull to come back to the States if i were visiting somewhere bigger, busier, more in the mix, so maybe this was the best place to be? i don't think i'll feel the pangs of homesickness when its over.
i feel like this is all playing in a minor key, and i don't want to give the entirely wrong impression. the break away from the constant worry of how am i going to make tomorrow work. how am i going to fit a life into the scant time left from maintaining the capability for living. being away from all that has be an immense help. i feel distance from my family, but i know that's on me more than it is on them. they love their weird daughter more than she allows herself to feel or take part in, and i deeply appreciate that. i'm looking forward to seeing Jilly more than i can express. so, like, there's a lot of good to this trip.
but damned if i don't feel up to my tits in the uncomfortable weirdness that is the US.

WIP Wednesday (on a Thursday) (1)
Tagged by @noodlecupcakes and @josephseedismyfather ! One of my submissions- enjoy more on ya favorite girl
And I tag @cassietrn @fingersinmyhair @disney-dream
Rhys headcanons
- Very fluent in Cybertronian (made it a little game of insulting people in Cybertronian. Mainly clients she thought were being high and mighty- but also ✨Carly✨- and Sam on the occasion)
• she’s switched between English and Cybertronian a couple times. Mainly when she’s really angry - (Dylan’s loving it-)
• although she always made it a habit to switch back around her clients (kinda hard to know if your assassin’s taken the job when she’s speaking in a foreign tongue that goes about a mile a minute)
- Always preferred close range weapons (pistols, shotguns, revolvers, knives), living for that personal, almost intimate edge that’s present to her kills
• Though surprisingly she’s got a sniper rifle. She just seldom uses it-
- Viewed Wraith as the closest thing to a father figure, even if she’d never admit that aloud
• Looking up to the big Decepticon, especially when she was little and first started her training
- Always flaunted the point that she was a highly ranked Decepticon, especially in Megatron’s eyes. (Given she freed the big man from his ice prison in the Sector 7 base in Nevada)
- Decent mechanic skills (mainly bc she was always afraid of one of her old enemies being at the shop and tinkering with her car or bike)
• The Indian Scout was a 25th birthday present she bought herself
• She agreed to let Dylan take the Scout in to be serviced whenever it needed to- later
- Rhys’s monicker “The Black Widow” or “The Black Widow Killer” hails from how she killed one of her first targets. Loosing a black widow spider into the man’s office. (All at the age of 15)
• To go with that, she chose a black V for Vendetta mask (although she’d been tempted to go with a Ghostface mask for a split second)
- Always had a love for cats (hoped to own one one day). Her favorite experience was the Lion Habitat Ranch in Las Vegas. She momentarily stopped to go and play with the cubs
• Nitor’s ‘cover’ is a Barbary lion with red tinted eyes
• Solid A gambling skills. Taught herself by watching and learning, took a few assignments in a couple of the nicer casinos. The Bellagio, the Wynn and the MGM Grand
- Not the most trusting of tech. She’s probably woken up in a nightmare, turned and shot one of Dylan’s home speakers at least once-
• knows damn good and well his collection of super cars is safe-
• ^Having peeled the wheels on a good few-
- Very protective over Dylan
• Tried to smuggle her revolver into the first party of his she’d gone to. He found out, and managed to convince her to relax.
• She even begrudgingly handed it over
• This was also the first time she’d really gotten drunk. Feeling safe enough to drop her guard. Although she still stayed by Dylan’s side as she enjoyed her Espresso Martinis that night
- Wicked fear of needles. She got hurt while fighting off a home invasion (one of her client’s- his old enemies tracked her down). Dylan managed to get her to relax, and she did, trusting him, and letting him patch her up
- While Rhys remained in hiding, she visited Dylan a couple of times at his work. Playing it off as casual at first; happily sitting beside him while he worked on his computer, eventually sitting on his lap
• Later on; she’d pack a Monster or two, a couple of snacks and spend the day with Dylan
• Even if she offered to kill one of his clients, having overheard them being difficult
• Genuine at first, although later she was just joking (and got quite the kick out of continuing too)

[Huey Zoomer Anon]
“Is this how the Holocaust happened?” Um NO! In fact I see the mentality that lead to the holocaust among the left in this past decade (painting on particular group as the root of evil, trying to make a racial superiority complex)
And hmm, oh wait I still see Arabs and Palestinians as human beings. Very very brainwashed ones, but I also know that Hamas intentionally bring pain and misery to the civilians
But I have seen the rise of antisemitism with the I/P attacks because the left are mindfuck over the fact that the Jewish people aren’t extinct or fall into the self destructive habits at large like say the African American community
Also the whole indigenous debate….you mention the Indians casinos but where the hell the idea that indigenous can’t make nice shit? Or modernized themselves?
Wait…did Ezekiel describe angels who were basically super robot drones? I mean I made a joke in the dms that you could interpreted the Space Programs as The New Babel Towers.
Yeah this is disjointed one…but wtf is the left idea of the indigenous and marginalized?
Ya for the most part I haven't seen people trying to strip the humanity away from the palestenian arabs at all, celebrating the deaths of groups of them or anything like that.
on a individual basis yes, there's certain folks that I can't really blame people for at least being relieved that someone like sinwar was killed, folks in the arab world were cheering for that one same as the various hisbola leadership that got hit.
You also forgot that fact that they managed to maintain their culture while being displaced and also managed to resurrect their language from the grave giving them even more of their culture to hang on to over the 1900+ years spent in diaspora.
Also the whole indigenous debate….you mention the Indians casinos but where the hell the idea that indigenous can’t make nice shit? Or modernized themselves?
Bunch of them have, some members of the various groups would rather not though, which is their choice.
Wait…did Ezekiel describe angels who were basically super robot drones? I mean I made a joke in the dms that you could interpreted the Space Programs as The New Babel Towers.
He described nightmare fuel, also raised a zombie army, all kids of wild stuff there, but he's also the reason the Torah was brought back out and the book of the law was read which them pulling their heads out of their asses for a while and getting their spiritual lives back on track and eventually get Judea its independence back for a time later on.
So it works out well that way

Death in the Afternoon
Day 10 of Fictober! Wow! Mulder, Scully, casino, a Death in the Afternoon.
Prompt #16 - "Do you know a way out of here?"
Find me on Ao3
Mulder had convinced Scully to accompany him on a trip to New England. It wasn’t a case, per se, but they’d privately investigate the stacked rocks of the Makiawisug, while also experiencing the amenities and nightlife of Mohegan Sun Casino of Connecticut.
“So, you want to take me to New England, in the fall, to investigate some stacked rocks?” Scully had put it.
“Not just any rocks. It’s said by the Mohegan Indians that the Makiawisug are little creatures, not unlike leprechauns, that are generally kind, but occasionally known to cause mischief. They were the ones who taught the Indians to grow maize. And, when spotted by a human, would point a finger and cause the person to freeze in place. They would take all the person’s belongings.”
“So we’re on the case of a very old robbing.” Scully deadpanned.
“We’re not on a case. We’re on vacation.”
“You have a funny definition of vacation.”
“Well, Mohegan Sun has many award-winning restaurants, some of the best shows, and relaxing spas,” Mulder offered.
“Now you’re talking,” Scully said.
That had been two days ago. Their investigation of the ancient rocks had come up short. No small creatures to cause havoc were found. Mulder was mildly disappointed, but they each enjoyed their couple’s massage that evening.
“Let’s get a drink,” Scully suggested, already tipsy from a combination of the spa’s champagne and the glorious, nearly orgasmic massage.
“You go ahead. I want to change into something nicer,” Mulder said. “I’ll meet you at the bar.”
When Mulder found his way back to Scully, her lively and high-pitched voice carrying through the crowded bar, he was not prepared for the sight: Scully, tossing her hair, batting her lashes at everyone around her, sipping from strangers’ drinks, taking a drag from something that was definitely not a cigarette.
“What the hell happened while I was gone?” Mulder muttered.
“Mulder!” Scully exclaimed excitedly as he approached. “Bye, everyone!” she said. “Foxy’s here and I’m going to get laid!”
“Scully! Shhh!!”
“There are so many people! Do you know a way out of here?” she asked, doe-eyed.
Mulder led her out of the crowd by the elbow and she high-fived several people on her way to the elevators.
“What has gotten into you?” he whispered, calling down the elevator.
“Well,” Scully said, thoughtfully, tapping a finger to her chin, “that delicious spa champagne, a Death in the Afternoon, and definitely a hit or two of pot!” She giggled.
“What? The Hemingway novel?” Mulder spat.
The elevator doors opened. Scully pushed him inside and the doors closed behind her.
“In the afternoon,” she repeated and kissed him, hard.
Her hands were all over his body, his cock reacting instantly to the fondling.
“What’s a ‘death in the afternoon?’” he managed, his mind going hazy with pleasure.
“A drink,” she said, her tongue in his mouth. “Champagne, absinthe. It’s good.” She licked down his neck and under the collar of his shirt, then got down on her knees.
“Get up! What are you…” Mulder said and the elevator doors dinged open on their floor.
An older couple, mouths agape, stood before them.
Mulder helped Scully up and quickly whisked her off to their room.

🦬MMIW ~ Bring Her Home ~ Police Won't Say Their Names, We Will🕊️
🪶Every day and every night, I pray for you. I love and miss you. Sister, come home. Creator, creator, bring her home🦬
Each one of those women had their investigation mishandled by the police. Let's bring them home. Hopefully alive, but if not, they deserve to be laid to rest next to their ancestors, relatives and communities to be visited with flowers so their spirits can fully be at peace.💐🪦🧸
Olivia Lone Bear🐻 (32). Mother of 5. Member of the Fort Berthold Indian Reservation in North Dakota. A daughter of the Ma-xo-xadi (Dripping Dart) clan. Case is active, suspected homicide, but police dismissed her case as "out on a bender" basically and wouldn't look for her so her family found her submerged in a lake in the passenger's seat.
In life, she loved volleyball, cross country and basketball in high school. She had a son, Caleb, whose spirit departed earth 8 months later. She then became a traveling and free spirit. She loved her work as a live games dealer at the Four Bears🐻 Casino and Lodge. She had 4 more children whom she had a close bond with each kid and loved watching movies with them or going to their activities and was very proud of her kids. She was outgoing, smart, crazy and a loving person. Loved telling jokes. She loved being outdoors in summer and was always up for an adventure with family and friends. She loved playing poker, planning trips and concerts. She was a best friend to many and always took care of those she loved especially her grandpa.
Kaysera Stops Pretty Places (18)🌸. Member of the Crow Reservation in Montana. Her disabled brother was assaulted by police and she was about to out them and that very week she was found to be in the spirit world. Her cause of death is "undetermined" and the coroners rushed to do a cremation before an autospy (likely to cover up evidence) against the family's wishes since it goes against their cultural beliefs.
The Big Horn County Sheriff's office and cops and the Montana Department of Justice refuse to investigate. Cops said "she's out partying" and wouldn't look for her. When t hey found her, they knew she was gone for 2 weeks before they told the family. Did not start investigating for over a month and never formally filed a missing person's report.
Kaysera was smart, kind, funny and just someone you wanted to be around. She had big plans for life! She had dyslexia and worked with it. She was a great athlete and a fantastic artist who worked crazy hard to make good grades to do what she wanted to do. Her big dreams were to sing, act, draw, paint and be a pro MMA wrestler.
Rhys Pocan (35) was a Native American mom of 4 daughters, at least one is still looking for answers. She lived in the Black River Falls, but went missing in 1989 in Milwaukee. Abducted and brutally murdered and dumped like trash in a marsh. She wasn't found for 30 some years. Sadly, I can't find anything really about her. At least 20 women in upper Wisconsin have been missing or murdered since the 1960s.

Playing Online Casino Games
There is definitely a certain excitement, rush and romance associated with casino games, yet except if you live near Atlantic City, in the territory of Nevada, or (in certain parts of the country) a significant Indian reservation, odds are good that valuable chances to play genuinely in a genuine casino don't exist. That has generally changed, because of the Internet. Through the Internet, casino games are accessible to for all intents and purposes everybody.
What Are Online Casinos?
Basically, an "online casino" resembles some other online business - it is a virtual, "digital form" of a conventional physical institution. Additionally called "virtual," or potentially "Internet" casinos, these sites empower people to place wagers on conventional games, and include:
- online blackjack
- online slots
- online video poker
- online roulette wheels
also, just pretty much the very best games you're familiar with.
Are the Odds Any Better Online?
By and large, odds and restitution rates for casinos online are about equivalent to they are for physical casinos. Truth be told, here in the Digital Age, you might find a lot of a similar innovation used in online games as you will in Las Vegas, particularly with online slots; modern digital slot machines use irregular number generators. The more respectable sites that offer online games will distribute verifiable payout rate reviews.
Are Online Casinos Trustworthy?
This is certainly a typical - and very legitimate - issue. The individuals who run online gaming sites frequently rent software from a trustworthy outsider, and as shown earlier, will frequently distribute payout reviews.
All things considered, heeding the old guidance of admonition emptor is shrewd while playing games on the Internet. There are archived instances of deceitful casinos, yet curiously, this misrepresentation usually has practically nothing to do with the virtual games themselves. Usually, the misrepresentation includes nonsensical postponements or out and out refusals to pay withdrawals
