Friedrich Von Flotow, German composer of the opera Martha, almost certainly the man for whom the clock was named, lived from 1812 until 1883. 
From the web we get these other interesting pieces of information:
“Elisha Niles Welch was on February 7, 1809. He Had many ventures in clock related businesses over his life time. 
He was the first President of the Bristol Brass and Clock Co. in 1850. He absorbed many clock businesses over a relatively short period of time. In 1864 He formed them into the E. N. Welch Mfg. Co, Some of those acquisitions included the Manross clock business in Forestville, J.C. Brown, John Birge, Frederick Otis, and Irenus Atkins. 
Welch was also a world traveler and a lover of the arts and music. He often invited guests to his house and provided them with entertainment. Several clock models were named after his talented entertainment. 
One popular clock model, the “Patti” was named after the prodigy vocalist, Adelina Patti. Adelina was a soprano prima donna, described as a beautiful woman who was wealthy, liberated and a nonconformist. She was very popular with men.”
On 2/18/19 I saw an auction site which identified the “Flotow” as from 1892, for what that is worth.

I acquired four old clocks in a barn find. Two, a 30 hour Ogee and a mantel clock were totally unsalvageable although I managed to take off some veneer, case parts, a movement, boards, case hardware and a few other items.

Elisha Manross Steeple Clock – the early days of the American clock
I acquired four old clocks in a barn find. Two, a 30 hour ogee and a mantel clock were salvageable only that I was able to take veneer, case parts, one movement and a few pieces.
