Hundreds of families belonging to the Dumagat tribe lambasted the Department of Environment and Natural Resources for its failure to protect the Upper Marikina River Protected Landscape [UMRPL] and their ancestral domain from land grabbers masquerading as environmental advocates.
Alex Bendaña, chieftain of the Dumagat-Remontado group in Sitio San Ysiro, Barangay San Jose, Antipolo City, expressed fear over what he claimed as an aggressive effort to shoo them away from their “home” in view of moves to abolish the Indigenous Peoples’ Rights Act.
A check on the records showed that the UMRPL alone accounts for 26,126 hectares. However, continued forest and habitat degradation, caused mainly by illegal tree cutting, construction of residential subdivisions and establishment of commercial establishments effectively reduced the watershed area by at least 408 hectares a year.
As for the Dumagat-Remontado ancestral domain, the group said that their area has been slashed by more than half following the memorandum of aggreement entered into by the late DENR Secretary Gina Lopez with the Blue Star Construction and Development Corporation (later renamed as Masungi Georeserve) in 2017.

Why it's hard to talk about Martial Law and the Marcos regime
The student who dared to question Imee Marcos.
Archimedes Trajano, a student of Mapua Institute of Technology who unfortunately met his end in the hands of Imee Marcos’ henchmen.
During an open forum at the Pamantasan ng Lungsod ng Maynila, the then-21-year-old questioned Imee on her capability to lead the youth and told her that she only became the head of the Kabataang Barangay because she was the president’s daughter. He also questioned her on the human rights abuses being committed by her father.
On September 2, 1977, his crumpled body was strewn on the streets of Manila. The official explanation was that he had died in a frat rumble inside his dormitory. Witnesses, however, said that Imee’s security dragged him away from the open forum. Trajano’s family successfully sued Marcos for civil damages in a Hawaii court; however, the local Supreme Court overturned it in 2006 due to a technicality committed by a lower court in trying to implement the prior verdict.
CONGRESS PADLOCKED UNDER MARTIAL LAW, 1972-1986
Days before the scheduled reopening of the Senate and the House of Representatives under the 1935 Constitution, Marcos promulgated the 1973 Constitution, which effectively abolished Congress and replaced it with a unicameral legislature which would be formed three years after. Opposition legislators reported to the Legislative Building on January 22, 1973, but found the building padlocked and under an armed guard.
The 7th Congress had been set to open its second regular session on January 22. The photo depicts Senators Doy Laurel, Eva Estrada Kalaw, Ramon Mitra, and Jovito Salonga posing in front of the Senate session hall which had been padlocked, a stark symbol of power held by a single man.
Between 1972 and 1977, sixty thousand Filipinos were arrested for “political reasons.” A new word entered the Filipino vocabulary, “salvage.” The brutal verb described how the military would disappear individuals, torture and murder them, and then toss their corpses into vacant lots or drop them by the side of the road. Thousands were salvaged under Marcos’ reign of terror.

Two were killed and many were injured after a scrimmage at Manila’s Burgos Drive up to nearby golf link in Intramuros and Luneta Park. The injured were brought to the Philippine General Hospital on Taft Avenue.
Prior to the confrontation between students and policemen, Ed Jopson of Ateneo and the conservative National Union of Students of the Philippines (NUSP) chose radio commentator Arienda as a rally speaker over firebrand Gary Olivar of UP and SDK. It was dubbed as the “microphone battle” of the radical and conservative protesters in the 70s.

Did you know something about the history of Barangay Guilawa?

A pleasant day everyone! Hi, I'm Mary Ann Gumintad and on this article, I'll gonna be showcasing the livelihood of the people of the Barangay Guilawa.

Before the creation of Guilawa under Republic Act 2370 on January 6, 1946, Guilawa has approximately an area of 37,333.06 sq. meters. This barangay has been predominantly inhabited by Subanen, few Christians occupied the lower portion where our national highway is located while our brother Muslim occupied the stretch of its shorelines. Guilawa got its name from the the Subanen term "HILAWA" which means praise to God. The Christians heard it Guilawa that is why it became its official name. Barangay Guilawa is located 7km away from Poblacion Malangas and 1.25km away from the National Highway.

Residence of Guilawa shown their industry by planting of root crops, rice and corn. Majority of them are dependent of copra and rubber production. For the fast year, the situation of Barangay Guilawa was the farmers cultivated small area for rice fields using poor technology no plantation of rubber, big trees, no livelihood program from National to the Barangay level. The road was undeveloped, no animal dispersal, no advocacy about Nutrition Program and mostly the mothers don't like to immunize their children and some pregnant mothers have no prenatal check-up. So, the malnutrition arose.

Now Barangay Guilawa can say that the livelihoods of the people are uplifted specially on Agricultural Program. The Government distributed a new variety of rice and corn to the farmers that can have the farmers abundant harvest every year.
If you want to witness the crops plantation of the residences of barangay Guilawa, now come and visit so that you can experience, see, witness and enjoy the beautiful plantation of roots crops, rice and corn.
By this plantation, everyone will convince to plant also because it can give them knowledge and challenge to do this kind of production. It can give them a best example.

Three days, Thesis days
August 7: Cafe and pagpapanggap na gumawa ng thesis
It's been a while since nagsulat ako dito because I took a vacation to refresh my mind. Pahinga then laban ulit sabi nga nila. Two weeks before the pasukan ay plano ko na i-maximize ang aking time para naman magkaroon ako ng progress sa aking thesis. With that, I contacted people that may help me and endorse me sa mga government offices since I need local ordinance and resolution documents para I can track the political progress (in term of policies, rules, and etc.) of our town.
But before all of that, nag-cafe muna ako kasi gusto ko mag-romanticize ng thesis era by studying at a local cafe haha.
A rough draft of my thesis. Like super duper draft lang siya so don't trust that write up. Plus, my matcha latte 4/10. Masarap naman yung ibang drinks like the Ube latte (8/10).
9/10 CR ng Mapandan Town Center. Maganda, malinis, at may tissue.
I decided to message Mayor's Secretary since I am confident that they might know where can I access documents that I can't find in our municipal library. Then, I messaged some friends and colleagues para more chances of winning. After waiting for a few minutes, Ma'am Marie replied naman and endorsed me (after a day) sa Vice Mayor's Office since as far as I know ay sila ang nagke-keep ng record.
August 8: Reflections and pagod all day
I got an endorsement na sa Vice Mayor's Office to access the files. I was so excited like I can't believe na may naiwan pang record ang mga namuno before sa aming town. I'm thankful rin sa mga nag-preserve kasi helpful ito bilang references.
The first record na aking nahawakan would be the Ordinance and Resolution from 1967 to 1982. Arawi la ed thesis timeline ko pero sarag to nin nagamit parad future research da ray estudyante ya kaparak.
The second record naman na binigay sa akin ay ang Ordinance and Resolution from 1917 to 1960s. The record was interesting because somehow I had a glimpse of the situation of Mapandan during that time period. Daiset labat may record ed 1917 to 1920s pero importante pa rin ta walan sensyay naibaga tod history ya Mapandan.

The last book naman na binigay sa akin ay ang Centennial Celebration ads ng Mapandan. Nag-iisang copy yung ads sa munisipyo so I can consider it na rare document ito. Yung mga details na kailangan ko for my thesis ay nasa ads na like the history of Mapandan from 1887 to 2002 and the history of its barangays. Thankful for the Mapandan National High School teachers and student-researchers kasi sila yung nagsulat at nag-compile ng mga data for the Centennial Celebration.
Pinakain rin nila ako ng kanilang merienda. Goods naman ang lugaw with egg and Sprite after mag-picture ng mga documents.
When I accessed the records ay mas lalo akong naguluhan sa kung paano ko gagawin ang thesis ko. I'm glad na may mga existing records na like may nahawakan at nakita na ako na alam kong makakatulong sa akin. Ayon na nga, I've been busy for the past three days and clouded rin thoughts ko whether itutuloy ko pa ba o hindi na? Paano ko sisimulan ang mayroon nang nakasulat? Will I be able to pull off my historical research? *nagbuntong hininga*

Senate President Zubiri Urges PBBM to Consider P100 Wage Hike Bill
Manila, Philippines – On May 2, 2024, Senate President Juan Miguel “Migz” Zubri called on President Marcos Jr. to consider the Senate-approved bill for the P100 increase in the minimum wage.
According to the Senate President, the approval of the bill could be urgent due to rising inflation rates, considering the workers’ wages cannot keep up with the price hike of consumer goods. After PBBM ordered the review of workers’ minimum wage on May 1, Senate President Zubiri urged Marcos to consider Senate Bill no. 2534, or the P100 Daily Minimum Wage Increase Act of 2023.
According to the IBON foundation, as of 2024, a family of five in the National Capital Region (NCR) needs a minimum of P1,1193 per day to live decently. As of May 2024, the minimum wage in Metro Manila is P573 for agricultural workers and P610 for non-agriculture sectors. Senate President Zubiri noted that workers in Visayas and Mindanao are earning an average of P390, which is insufficient for a family to maintain a decent standard of living.
The Bangko Sentral ng Pilipinas (BSP) recorded a 3.7% increase in inflation in March and projected an inflation rate between 3.5 to 4.3% for April. "So our workers, despite making massive contributions to our industries, are still dealing with wages that are not enough to cover their needs," according to the Senate President on May 2.
The last law passed by the Congress concerning an increase in the national salary was the Wage Rationalization Act of 1989, raising the minimum wage to P89 from P64. Despite pushbacks due to arguments of repercussions on enterprises nationwide, Senate Bill No. 2534, authored by Senator Migz Zubiri, was approved on February 19, 2024.
According to Zubiri, the Senate is waiting for the House of the Representatives' counterpart measure, which is for them to approve the Senate Bill and to write a similar one, to be then approved by the Senate before the change is enacted into law.
"All we need is the House counterpart measure, and this will be immediately felt across the sector.", he stated.
In 2013, the House of Representatives proposed a bill about a 125-peso increase in salary, which was approved by the Senate, but the bill was withdrawn by the House, according to Senator Jinggoy Estrada. In a discussion with Senator Risa Hontiveros, the matter of raising the minimum wage was proposed by Senator Estrada originally as P150, but the wage board of Metro Manila increased it by 40 pesos; from P570 to P610. “Kaya if I will stick to P150, eh baka marami ng mga magsasarang business establishments”, Senator Estrada stated.
Senator Chiz Escudero clarified that the changes in the minimum wage would not affect R.A. 6727 and R.A. 9187, which are about businesses in the micro and barangay levels not earning over 3 million pesos a year.
In February 2024, Arsenio Balisacan, secretary of the National Economic and Development Authority (NEDA), stated that the raise of wages would affect the economy negatively, possibly leaving 100,000 to 340,000 Filipinos unemployed. According to Secretary Balisacan, the country’s top economists think that it’s not the time to raise wages as it could leave an “inflationary chain reaction”.
Secretary Balisacan added that they are not against the idea of raising wages, but it should be done at regional tripartite levels to take into account the differences in the economic conditions in different regions and areas.
Senator Zubiri clarified that Senate Bill No. 2534 aims to address the immediate concerns regarding inflation and the cost of living and that adjustments to the regional wages will still fall under the jurisdiction of the wage boards. Zubiri emphasized that the bill's purpose is to aid the labor sector during challenging economic times.
"This bill will only give a boost to the labor sector at this time of great need, as our people work to survive inflation," said Senate President Zubiri.

Bomb Threats Rattle Metro Manila and Luzon Offices, Schools
It is known that an email from a certain Takahiro Karasawa, who claims to be a Japanese lawyer, stated that there are allegedly "high-performance bombs" set in Philippine government facilities, scheduled to detonate at exactly 3:34 PM yesterday
Japanese Lawyer Identified as Sole Source of Bomb Threats
Yesterday, at least seven government offices and two schools in Metro Manila, Bataan, and Zambales had operational disruptions due to bomb threats received via email and text messages. This was a startling turn of events.
The person posing as Takahiro Karasawa, a Japanese lawyer, is suspected of being the mastermind behind this recent flurry of threats. This is not the first time Karasawa has targeted government institutions.
The Philippine National Police (PNP) revealed that the same suspect was responsible for similar bomb threats in September and October of the previous year. Col. Jean Fajardo, Chief of the PNP Public Information Office, pointed out the concerning consistency in the delivery of threats through the same email address.
The list of targeted establishments reads like a roster of key government offices: the National Housing Authority, Commission on Audit, Department of Environment and Natural Resources, Philippine Competition Commission, Power Sector Assets and Liabilities Management (PSALM), Department of Science and Technology in Bicutan, Taguig, Insurance Commission in Ermita, Manila, Panghulo Elementary School in Malabon, Pasig Elementary School in Barangay San Nicolas, and the Department of Information and Communications Technology (DICT).

To ensure the safety of occupants, the affected offices swiftly implemented precautionary measures, including evacuations and thorough checks conducted by Explosive Ordnance Disposal and K-9 units.
PNP Chief Benjamin Acorda Jr. emphasized the seriousness of the threats at a news conference at Camp Bagong Diwa, as well as the continued cooperative efforts with foreign agencies to track down the suspect.
The supposed sender of one of the emails denied any involvement, saying his email had been hacked or his identity had been assumed, despite the fact that the email's origin had been properly located.
Despite the threats ultimately being determined as hoaxes, Acorda emphasized the importance of taking them seriously to prevent unnecessary disturbances, especially considering that some schools were forced to suspend classes. The motive behind the threats is suspected to be personal gain, creating chaos and disruptions.
Velasco did not name House members who supposedly received messages regarding an alleged bombing planned against the institution, but he says House Speaker Martin Romualdez was not among those threatened
In a significant move that coincided with the bomb threats, the US embassy sent the National Capital Region Police Office six P45 million Explosive Ordnance Disposal (EOD) robots.
In responding to bomb threats, Acorda emphasized the importance of these robots in reducing hazards.
Justice Secretary Jesus Crispin Remulla promptly ordered the National Bureau of Investigation to conduct a thorough investigation into the matter.
The unverified email account attributed to Karasawa declared that bombs would detonate at major Philippine government agencies on February 12 at around 3:34 p.m.
Along with the PNP and the management information systems staff of the impacted offices, the Cybercrime Investigation and Coordinating Center (CICC) is aggressively looking into the bomb threats.
A bomb threat that was ultimately found to be a fake was received by many authorities, including the Department of Information and Communications Technology (DICT), according to Lucia Tangi, the CICC's public relations officer.
Anti-riot police walk near the south gate of the Batasan Complex in Quezon City yesterday as the House of Representatives is now under heightened security after several legislators reportedly received bomb threats.
The CICC statement states that while there isn't a need to be concerned just now, they are working to ask the Japanese government to look into the matter further and find out who sent the message.
Affected government agencies were encouraged to rehearse their emergency evacuation methods as part of emergency protocols in order to improve agency readiness generally.
Justice Secretary Remulla issued a stern warning, stating, "There should be no place for pranks or spreading fear among our people.Let this be a warning to those behind this that we will not tolerate such acts, and we will go after you with the full extent of the law.

Ngayon ay marami nang informal settler families na may matatawag na sariling bahay sa tulong din ng Pag-IBIG Fund. Huhulugan lang nila ito buwan-buwan sa mababang halaga sa loob ng halos 24 taon.
Sa kasalukuyan, mayroon nang nasa 20 proyekto more or less ang nasa iba’t ibang stages ng development. Kamakailan nga ay nag-groundbreaking na rin sa San Rafael, Bulacan na dinaluhan mismo nina Pagulong BBM, Sec. Jose Acuzar, Gob. Daniel Fernando at ang host Mayor na si Honorable Cholo Violago.
Patuloy ang pagpupursige ng DHSUD kasama ang mga partner organization nito sa private at public sectors upang matupad ang layon ng 4PH.
