GURUGRAM: Union Home Minister Amit Shah took the stage on Thursday at the two-day 'G20 Conference on Crime and Security in the Age of NFTs, Artificial Intelligence, and Metaverse' held in Gurugram, where he addressed the international community. Shah shed light on the concerning trend of technology being exploited by malicious actors and global forces to inflict economic and social harm upon citizens and governments worldwide. He emphasized the urgent need for united efforts and uniform laws among nations to effectively counter cyber threats.
During the conference's inauguration, Shah acknowledged the positive aspects of technology, which have brought people, communities, and nations closer together. India's second Covid wave hits like a 'tsunami' as hospitals buckle under weight Graveyards are running out of space, hospitals are turning away patients, and desperate families are pleading for help on social media for beds and medicine. India reported 295,041 cases of coronavirus and 2,023 deaths Wednesday, its highest rise in cases and highest death increase recorded in a single day since the beginning of the pandemic, according to a CNN tally of figures from the Indian Ministry of Health. “The volume is humongous,” said Jalil Parkar, a senior pulmonary consultant at the Lilavati Hospital in Mumbai, which had to convert its lobby into an additional Covid ward. “It’s just like a tsunami.” “Things are out of control,” said Ramanan Laxminarayan, director of the Center for Disease Dynamics, Economics and Policy in New Delhi. “There’s no oxygen. A hospital bed is hard to find. It’s impossible to get a test. You have to wait over a week. And pretty much every system that could break down in the health care system has broken down,” he said. To prove his point, at least 22 Covid-19 patients who were on ventilator support died Wednesday waiting for oxygen supplies that were lost in an accident, a senior official from the Nashik district in the Indian state of Maharashtra said. Prime Minister Narendra Modi addressed the nation on Tuesday, acknowledging the country’s “very big battle” against Covid-19. He appealed to states to “use a lockdown as their last option,” even as the capital New Delhi entered its first full day of a week-long lockdown. On Monday, Delhi Chief Minister Arvind Kejriwal warned that failing to halt movement in the city could lead to “tragedy.” “We don’t want to take Delhi to a place where patients are lying in hospital corridors and people are dying on roads,” Kejriwal said. On Tuesday, he warned that some Delhi hospitals were “left with just a few hours of oxygen,” as authorities scrambled to convert sports complexes, banquet halls, hotels and schools into much-needed treatment centers, with the goal to add 6,000 additional beds within days. “Our healthcare system has reached its limit. It is now in a state of distress. It has not collapsed yet but it is in distress,” Kejriwal said. “Every healthcare system has its limits. No system can accommodate unlimited patients.” With shortages being reported across the country, local and state leaders appealed to the federal government for more oxygen and medicine. Modi appeared to answer those calls on Tuesday, announcing plans for the delivery of 100,000 cylinders of oxygen nationwide, new oxygen production plants, and hospitals dedicated to Covid patients. But experts fear it’s too little, too late, as positive patients compete for limited resources and mass gatherings threaten to spread the virus even further. In Wednesday’s incident in which the 22 people died in the Indian state of Maharashtra, senior official Suraj Mandhare told reporters the oxygen was lost due to a leakage from a tanker at the Zakir Hussain hospital. “There was a valves leakage in tankers in Nashik, it was a large scale leakage, definitely this would impact the hospital where the tankers were headed,” Maharashtra’s health minister Rajesh Tope told reporters Wednesday. The district administration is coordinating with hospital officials to make oxygen available to patients who need it at the earliest, Mandhare said. The patients who died required oxygen as their “pressure” was low and the leakage from this shipment meant that they did not receive the supply in time, Mandhare added. India’s Minister of Home Affairs Amit Shah tweeted about the event saying: “I am distressed to hear the news of the accident of oxygen leak in a hospital in Nashik. I express my deepest condolences on this irreparable loss of those who have lost their loved ones in this accident. I pray to God for the health of all the other patients.” In Maharashtra there is currently a daily demand for 1,550 metric tons of oxygen for Covid-19 patients but the state manufactures 1,250 metric tons of oxygen which is being used entirely for medical purposes. The remaining 300 metric tons are being supplied by other states, Tope told reporters Wednesday. Maharashtra has 3,343,359 cases of coronavirus including 685,552 active cases and 61,343 deaths according to the Indian Ministry of Health on Wednesday. Pleading for help online With few official options available, families are turning to social media for help. Mumbai resident Anil Tiwari, 34, lost his father to Covid-19 in November last year. Last week, his 58-year-old mother tested positive. She was admitted to hospital but needed an intensive care unit (ICU) bed, Tiwari said. “I’m crying, running to get ICU bed for my mother,” Tiwari tweeted on Monday. “Kindly help to save my mother I love her more than anything.” After days of effort, including calling the municipal authorities to get on a waitlist, Tiwari’s mother was finally given an ICU bed, Tiwari said on Tuesday. But now, she needs oxygen, which the hospital is in short supply of. She is still able to walk, but is having difficulty breathing, Tiwari said. Demand for the drug Remdesivir and its active pharmaceutical ingredients has spiked during the second wave, prompting the government to temporarily ban the export of the medication to increase its supply in the domestic market. The Indian government has approved the drug for emergency use within hospitals, though the World Health Organization (WHO) says evidence does not suggest the drug lessens the risk of dying from Covid-19 or needing mechanical ventilation. Abhijeet Kumar, a 20-year-old college student, took to Twitter to raise money to pay for Remdesivir injections for his 51-year-old uncle. Kumar said his uncle had been in hospital in Raipur, in the central Indian state of Chhattisgarh, since April 9 after testing positive for Covid. “The injections are very expensive,” Kumar said. “They are saying it costs between 12,000 to 15,000 rupees (about $160-200). He has gotten two doses of the injection but he needs a third and we can’t afford it … my uncle works as a plumber.” Seven major manufacturers of Remdesivir have slashed prices to between 899 rupees and 3,490 rupees (about $12-47) due to “the intervention of the government,” according to a government memorandum on April 17. But several states have acknowledged that high demand and low supply has created a black market for Remdesivir and similar medications. Even many doctors and nurses, too, are frantically searching for open beds and treatment options for their own loved ones, said Parkar, the pulmonary specialist in Mumbai. “Everybody is sick,” he said. “A time has come that we don’t have beds for our own colleagues, for our own parents, for our own extended family.” Complacency and public gatherings The second wave, which has long surpassed the first wave in both new cases and infection rate, was “a situation that was created by complacency,” said Laxminarayan, from the Center for Disease Dynamics, Economics and Policy. After the first wave ended in the winter, the government and public relaxed too much, due to a mix of Covid fatigue and a false sense of security, experts say. In early March, weeks before cases began climbing again, the federal health minister declared that India was “in the endgame” of the pandemic. This kind of triumphant rhetoric meant residents relaxed their Covid-safe behavior, such as social distancing or wearing face masks, experts say. And, despite warnings of Covid risks, large gatherings continued to take place — sports matches resumed, elaborate weddings went ahead, and movie cinemas reopened. The biggest gathering by far is the Kumbh Mela, an important Hindu festival and one of the biggest pilgrimages on Earth. Millions of Indians are traveling from across the country to Haridwar, an ancient city in Uttarakhand state, to attend ceremonies and prayers and take holy dips in the Ganges River. The festival officially began on April 1 and ends later this month. There are Covid-safe guidelines in place — visitors must register online and provide a negative Covid-19 test to participate in the holy baths, and thousands of officers are conducting surveillance — but experts worry it won’t be enough to contain the risk, given the sheer number of attendees. Several million are expected to visit on “auspicious” days. “The Kumbh Mela could go down as one of the largest mass super spreading events ever, simply because of the size of the number of people who show up there for the ritual bathing in the Ganges,” said Laxminarayan. For weeks, Modi, who has a significant Hindu base, refrained from commenting on the Kumbh Mela and its Covid risks. But earlier this week, he finally appealed to pilgrims to avoid congregating in Haridwar. “Now Kumbh should be carried out symbolically amid the ongoing corona crisis,” Modi tweeted on Saturday. But for some, Modi’s message rang hollow, as the prime minister continued to hold massive political rallies ahead of parliamentary and local council elections in four states and one union territory. Videos from Modi’s rallies, including one in Tamulpur in Assam state on April 3, show him speaking before massive crowds, packed tightly together and cheering. In West Bengal state, a significant election ground, tens of thousands attended rallies by Modi’s Bhartiya Janta Party (BJP) and the ruling Trinamool Congress Party. Modi’s rallies have attracted sharp criticism from several other political figures, including a former finance minister who called the mass rallies “completely insensitive” given the Covid crisis. In the face of surging cases, the Indian National Congress, India’s main opposition party, has suspended all public rallies in West Bengal. And on Monday, the BJP said it would only hold “small public gatherings” with a cap of 500 people in the state due to “the difficult phase of the pandemic.” Meanwhile, the Kumbh Mela hasn’t been ordered to stop, nor have any new rules been imposed. Uttarakhand state has issued a series of new restrictions including a night curfew and cap on public gatherings — but the festival is exempt. Haridwar has seen a spike in infections, with more than 6,500 new cases reported since the Kumbh Mela began. Several religious sub-groups, including Juna Akhara and Niranjani Akhara, have since asked their followers from out of state to return home and follow guidelines. Some states and cities are requiring festival returnees to be tested and quarantined. But medical workers fear it’s too late. “It’s already gone on for a couple of weeks. Now, of course, they are dispersing, but they may be carrying the virus back to their homes at this point,” said Laxminarayan.”It’s truly a terrible situation at this point.” CNN’s Esha Mitra contributed to this report. The CAB-NRC package is flawed and dangerous - columns

Last Wednesday, the Cabinet cleared the Citizenship (Amendment) Bill (CAB). It is expected to be tabled in Parliament this week. The bill’s essence is simple. It seeks to amend the Citizenship Act of 1955. Hindus, Sikhs, Buddhists, Christians, Parsis and Jains from Afghanistan, Pakistan and Bangladesh — as religious minorities, fleeing persecution — will not be considered illegal immigrants if they have entered India on or before December 31, 2014. All immigration cases against them will stand abated. They will also be eligible for Indian citizenship on an expedited basis, after six years of residency. There is a caveat. States which require an Inner Line Permit — Nagaland, Mizoram and Arunachal Pradesh — and Sixth Schedule areas in certain northeastern states — which include parts of Assam, almost the whole of Meghalaya, and parts of Tripura — will be exempt. This means those who become citizens availing the new provisions will not be able to settle and exercise rights in these areas.The idea was in the 2014 manifesto of the Bharatiya Janata Party (BJP). It introduced the bill in Parliament during Narendra Modi’s first term in office, but could not get it through the Rajya Sabha. In the 2019 election campaign, the party’s manifesto reiterated its commitment to bring in CAB. The matter assumed greater urgency when the National Register of Citizens (NRC) was updated in Assam, leaving out 1.9 million residents, a significant section of whom were Hindus.So what is driving the push for the CAB? For the larger Sangh Parivar and the BJP, the issue is one of deep ideological belief. Their logic is straightforward. Hindus in India’s neighbourhood have faced hardship, violence, and persecution. They have nowhere to go but India. These migrants deserve rights and dignity — and where else but in India can they get it?One of the BJP’s campaign constants is that India is “infested” with illegal Muslim migrants. They, the party claims, have been used as a vote bank by “secular formations” at great cost to national security and locals. In Assam in particular, the BJP converted what was an essentially anti-immigrant sentiment to an anti-Muslim sentiment and cheered on the NRC process. But when the outcome emerged, the calculations went awry. Far too many Hindus were out of the register. CAB provided a solution to this problem. But promising this led to an additional complexity. Northeastern states were furious, for the resentment there remains deep against “outsiders” of all religions. They began fearing an influx of more migrants, especially from Bangladesh. It was to address this discontent that the BJP has introduced the set of exemptions in the new draft bill. In this way, it hopes to strike a balance. Keep the core of the CAB intact, but also assure the northeast — where the BJP is now politically dominant — that it will not be burdened. The political push also became necessary because of an additional promise the BJP has made — of a nationwide NRC in order to identify citizens and “expel” immigrants. In Assam, the NRC happened without the CAB, leaving Hindus excluded. This also had an adverse impact in West Bengal, where the BJP is seeking to make inroads. Mamata Banerjee was able to use fears about the NRC, and possible exclusion from it to win back the momentum, as seen in the recent bypolls. The plan now is to first do the CAB, and then push the NRC, so that non-Muslim individuals who are left out have a way back in. The party believes that this move will both give the Indian state the strongest-ever documentation of all its citizens, but will also turn out to be electorally beneficial in Bengal and the Hindi heartland. This is the ideological and political backdrop to the CAB maze. But the entire move is flawed and undermines India’s foundational values and constitutional principles. India is a secular country. Religion is not the basis of citizenship. Religion cannot be the basis of discrimination. And the state cannot take decisions based on religion. The CAB pointedly excludes Muslims. Those who suggest that India is the natural home for Hindus, but not Muslims, clearly see Islam as a foreign religion. Nothing can be more distressing for the around 200 million Muslims of the country, who have always been both Muslim and Indian and see no contradiction between the two. The CAB also formalises inequality, on religious grounds, in direct contravention of the values of the Constitution. The CAB-NRC package deal will also be one of the most cumbersome, expensive, and challenging bureaucratic exercises ever undertaken by the Indian State — and will place an extraordinary burden on citizens. Assam is proof that it is the most marginalised citizens who will struggle to produce the paperwork demanded by the administration. India lacks the state capacity to undertake this process in a humane manner. The entire initiative is inconsistent with the scale of the challenge. There is no substantial evidence to show that illegal immigration is happening on the scale that the BJP often suggests, or that it has drained Indian resources. There is also no clear end goal either. BJP president and home minister, Amit Shah, has promised that all immigrants will be “expelled” before 2024, but expelled where? Is it Bangladesh, which is widely seen, especially in the Northeast, as the source country? But this stands in contradiction to government’s categorical assurance to Dhaka that the NRC is India’s “internal affair”. Any move to deport immigrants will undermine the relationship with Bangladesh, which will not accept them. Or will they be sent to detention camps? Can a nation, with rule of law and international humanitarian commitments, keep millions locked up in jail-like conditions for the failure to produce paperwork? It is clear that the implications of the CAB-NRC package have not been fully throught through. After 70 years Independence, Indian economy remains dominated by the informal sector
Last month the National Sample Survey Organization (NSSO), India’s pre-eminent public data collection agency released a report right in time for some Independence Day deliberations. But it hardly got any press coverage anywhere, despite the fact that it deals with the condition of nearly 70 per cent of India’s non-agricultural workforce. This is a report based on a survey of nearly three lakh enterprises all over the country in the informal manufacturing and service sectors. 
The unorganised or informal sector refers to those millions of tiny businesses that employ a handful of workers each, or in many cases do not employ any hired workers at all, but operate only with family labour. Seventy years after Independence, the Indian economy remains dominated, in numerical terms by the informal sector.

The NSSO report estimates the number of such enterprises in manufacturing and services (that is, excluding agriculture and construction) at 6.34 crore. The estimated size of the workforce employed in this sector is 11.1 crore or 111 million. It is important to emphasise that these are the estimates based on the sample survey. As is well-known, small informal businesses are hard to investigate. So, despite the best efforts of the NSSO (and it is widely known to be one of the best at the job it does) in reality the numbers may be much higher. In any case, 111 million is a large number, nearly 70 per cent of the nonagricultural labour force of India. And it has increased from 108 million in 2010 (the previous survey round). Of the 111 million, 36 million are in manufacturing, 39 in trade and 36.5 in other services. 
The majority of the non-agricultural workforce in India reports being self-employed and this fact has not changed for decades.

Interestingly, of the over 6 crore enterprises in this sector, 84 per cent do not report employing any hired workers and this proportion has remained more or less constant over the past 30 years. Such firms account for 62 per cent of all workers in this sector. In other words, the majority of the non-agricultural workforce in India reports being self-employed and this fact has not changed for decades.
In this backdrop, let us consider the statement made by BJP President Amit Shah earlier this year, that the government would not be able to provide jobs to everyone who needs or wants one, but would rather encourage self-employment. Self-employment is, in fact, already the default option for anyone who cannot secure a job. So this statement does not amount to saying much.
In the informal sector, a family of even three members (say a husband-wife team with a child) that works together running a shop, a restaurant, a workshop, etc. earns only INR 8000 per month even today.

The most important part of the report is the data on earnings in the informal sector. If we look at the enterprises that work only with family labour, the report shows that the earnings of such enterprises (measured as Gross Value Added or receipts minus non-wage expenditures) are on average INR 95,753 per year or roughly INR 8000 per month. The good news is that this number has increased substantially, at least in nominal terms, since 2010, when it was INR 57,883. But the absolute value is still low. What it means is that in the informal sector, a family of even three members (say a husband-wife team with a child) that works together running a shop, a restaurant, a workshop, etc. earns only INR 8000 per month even today. What about hired workers in this sector? The report estimates their earnings to be INR 87544 per year or around 7300 per month. Very similar to self-employed workers.
What is the reason for such low earnings? A typical answer is because these workers are not very skilled and the businesses are not very productive. In fact, there is no shortage of skills in the informal sector. What they lack is formal certification of their skills, because most workers are informally trained. And as for productivity, the situation is similar to that of farmers who often fail to capture the value of what they produce because of their vulnerable position in a supply chain dominated by more powerful actors such as fertilizer and seed companies, and big retailers. In the informal manufacturing and service sector too, intense competition and a weak position in the supply chain result in informal businesses failing to capture most of the value they produce. Thus, appearing to be of low productivity and earning a pittance.

Further, many transactions still occur in cash. There are many reasons for this, two important ones being that banking is expensive for low amounts of money and that these workers are not treated with respect in banks. 
The Modi government’s response to the persistent informal and cash-based nature of the economy has been to force formality by measures such as demonetisation and the Goods and Services Tax. These are meant to ensure that such economic activity also becomes visible to the government and can be monitored and taxed. 
On the heels of demonetisation came the confusion and shock of GST.

Unfortunately, the NSSO survey cannot help us understand the effect of demonetisation on this sector because it was conducted from July 2015 to June 2016. But, it is telling that to date no comprehensive survey has been carried out by the government to assess the extent of the damage to the informal economy due to demonetisation. I know from my own conversations with the handloom and power loom weavers in Banaras that business was at a standstill for several weeks in November and December. And its effects are still being felt because losses forced many weavers to sell assets, including machines, to survive. On the heels of demonetisation came the confusion and shock of GST. 
The most important one is to give the informal sector the infrastructure it needs to flourish, building functional cooperatives that improve the bargaining power of small producers, ensuring effective government support at least equal to what big businesses receive, and so on.

In fact, the Modi approach is misguided on several levels. First, these measures are authoritarian, nonfederal, and undemocratic. Second, the economics behind them is unsound. Third, there are many better ways to ensure that the government tax base widens and transactions become formal. The most important one is to give the informal sector the infrastructure it needs to flourish, building functional cooperatives that improve the bargaining power of small producers, ensuring effective government support at least equal to what big businesses receive, and so on.
But let us step back for a bit. This August 15th marks the 70th anniversary of India’s independence. That is seven decades of policy-making with the aim of creating a modern Indian economy. The early development planners and economists in the 1950s spoke of the elimination of the small-scale economy that later came to be called the informal sector. Textbooks commonly referred to it as a transient phenomenon, soon to be replaced with large, modern firms. What happened? How come, even after decades of both planning and market-led growth, the better part of our workforce is still self-employed in tiny businesses and earns half of what a peon in a government office earns?
Plainly, the policies that were followed, both during the planning and the post-reform periods have not worked. But a nation-wide serious debate on both these failures has not occurred. It is in no political party’s interest to conduct such a debate because they have no imagination other than what has been tried already.

The estimates of workers derived from the survey showed that only a quarter of the estimated number of workers in the unincorporated non-agricultural sector (excluding construction) during 2015 -16 are hired the workers. 
During 2010-11, out of the estimated 5.77 crore, 30 per cent enterprises were engaged in manufacturing, 36 per cent enterprises were in trading and 34 per cent enterprises were in the service sector. While about 54 per cent of such enterprises were located in rural areas, 46 per cent were located in urban areas. 
The survey estimated out of the total number of enterprises 51.3 per cent were in rural areas and the remaining 48.7 per cent were in urban areas.
