I'm still trying to put together the timeline exactly, but we know in Murder At the 18th Street Garage that Jenny kills the mayor, right? Even though the second verse has elements of "I am covering up a murder scene" since she's on the concrete with a bucket and rag, the third verse seems to me to tell about the killing. "Once you commit to the turn / you're gonna have to follow through. / Cover your eyes when the splash comes. / It's the only thing you can do." Sounds like vehicular homicide to me.

Ok, great. Now, why is Jenny at the garage? I initially played with her working there. Seems like the kind of practical yet not esteemed work such an enigma might have. But wait! Look at Same As Cash:

"You were still attached to your Civic sedan / Although the brakes always needed repair."

You don't vehicular homicide someone on a custom Kawasaki. You do it in a sedan whose brakes give out. I think Jenny killed the mayor with her car, dealt with the first part, headed to Wal-Mart to get supplies to cover up more, freaked out at the far end of the parking lot, and traded in the car for her famous bike*.

*Which, of course, I like to think was originally William Staniforth Donahue's, but that is only intertextual fun and not relevant to the project at hand
