Honestly I’m not sure! I’m sure the timing is significant in some way, but as others have pointed out, this phrase is something that has been swirling around in his brain for quite a long time (i was almost positive he was the one who put it in that POTC3 scene and I have been for a while). Hunter S Thompson used is quite a bit, as others have pointed out, but I haven’t seen anyone post this video, which is Johnny reading letters that he and Hunter wrote back and forth to each other in the late 90s. I think these videos were recorded shortly after HST passed. 

I highly recommend you listen to them all, but here’s the video where Johnny references ‘Res Ipsa Loquitur’ in his letter to Hunter. The mention comes around 2:15 but you need to listen to him read the whole letter to understand the context.

His tattoo for Lily-Rose was done shortly after she was born, and it’s her name above his heart:

He also has a tattoo for his son Jack, which many mistake for being a tattoo for Jack Sparrow. He got the bird from the film tattooed permanently, but changed the direction the bird was flying to represent his son (as he says: “You have to have it flying towards you. He’s gotta always fly back to you.”) And then he got his son’s name tattooed below.

He also has two tattoos that were both drawn by his son. One is on the back of his left arm and is a boy playing guitar, that he got with one of his best friends, Bill Carter (who is also Jack’s godfather): 

The second is a drawing of a faceless man, also drawn by Jack, with the words ‘Man is a giddy thing.’ written underneath, which is a quote from Shakespeare’s ‘Much Ado About Nothing.’ 

AND FINALLY, he has three hearts tattooed on his left arm right beside that other tattoo, and they stand for Vanessa, Lily-Rose, and Jack.
