Hover Notes or ‘Floating Boxes’in Ao3
This is a fun option if you use, for example, phrases in other languages in your story. I often do, and this is a nice way to give translations without having to scroll to the end of the text, or putting them in the starting notes where people have to keep checking back – or where they spoiler the story!
HOWEVER. The drawback is that the floating boxes only work when a ‘mouse’ is ‘hovered’ over the marked text. They do NOT show up on tablet or phone screens, so you’ll still need to put a list of translations in the notes for readers using those devices.
Let’s have an example.
“Qu’est ce que tu veux?”
Now if you speak French, you might know that means “What do you want?”
But not all of your readers will know that. So, you offer them a translation. And since the boxes don’t appear unless you hover directly above them, I usually add a Beginning Note to the chapter that reads something like this;
‘Hover over italicised foreign language text for translations! (Mobile and tablet users please see the Ending Notes)’
In HTML mode in Ao3, (if you try this in Rich Text mode you will get a horrible mess so don’t) the line with this example would appear as:
<p>“<em>Qu’est ce que tu veux?</em>”</p>
To add the floating box with the translation, you would select the words to be translated (that is, Qu’est ce que tu veux?) and paste in the following HTML.
<span title=“What do you want?”>Qu’est ce que tu veux?</span>
The whole line will now read:
<p>“<em> <span title=“What do you want?”>Qu’est ce que tu veux?</span> </em>”</p>
Review your work, hover over the part that requires translating, and you should see the following:
And you’re done!
I tend to set up a Word doc with all the <span> lines I want to use created in it, and then when the time comes, just copy/paste them into Ao3. Saves lots of time!

Adding on to the original idea(s): I think that the badge format would actually be very cool.
I have some issues with forcing someone to comment, because that would be... not cool and ineffective. I would rather have fewer quality comments that showed that they wanted to communicate with me rather than a few hundred comments of "read" or "nice." Not that those aren't lovely right now too—it's about the intent.
For the badge idea, I kind of envision a Khan Academy style system where others could "like" comments that bring a new perspective to the fanfiction. It might close the rift between fanfiction writers and readers, and there would probably be more discourse. I think this might encourage readers to interact with each other too. However, a potential flaw I see is that it'll make people more anxious about commenting.
"Lurkers/silent readers" who only break the silence to demand updates because "they're tired of waiting" because they want to consume your content with such entitlement without actually reviewing the story are the worst. Also I wish there was a platform that doesn't allow you to read further in a multichapter fic without leaving a review every 2 chapters or so that isn't just "update"

Yeah, with you on the first part. Even if some may not be aware of common reviewing etiquette, it comes off as crazy entitled to “demand” updates if you’ve never had any interaction with the writer. I’d try to ignore that.
In regards to the “locked” website feature… this doesn’t sound like a good idea to me (even disregarding how hard it’d be to program on the technical level). Would it really bring readers to engage with the fanfic on a different level? Or would they be deterred by a social norm that makes them feel pressured? I genuinely doubt it’d have many benefits.

Summary:
Madara had been a good Hokage for a month, a good husband for a week, a good friend for nearly a decade (discounting that period of war when he tried to burn everything that Hashirama had ever loved), and a good brother for his entire life minus a year (again, discounting that time he tried to dunk all four of his brothers in the sacred Uchiha pond).
Sure, things could be better. The paperwork could stand to have more structural integrity, and Madara would rather have had his own house, no matter if he would miss Izuna and the rest of his brats. The Raikage could have more patience, and Takigakure could be less foolish. (But in all honesty, things could not be better.)
It was a good three years. But this was Naruto, and good things can only happen in your dreams.

Yep. There are fics that I think I'd like to read, but my mood doesn't match right now or the stars aren't aligning or I just don't vibe with it.
If Google Chrome is going to have to give me that :D instead of my tab count, so be it.
Some more tips (specifically for mobile organization):
If you have to start your fanfiction tab collection on some sort of browser app, choose Safari. I'm a Google fan, but moving tabs on Google Chrome is singularly one of the most frustrating endeavors. (If someone knows why the tabs insist on whooshing to the very top of your tabs list when you hold on them, and take forever to drag back down, please let me know)
You do not want to move all 200+ tabs to Safari afterward, and I haven't even tried at that point. Even though the search function on Safari would be so much more convenient for finding that exact fic I want to read. And that Reading List function!
On mobile, you'll have to use multiple browsers to sort your stuff because you can't just open a new window. Make use of incognito—it's basically another window for me. I think incognito automatically deletes all its tabs when the whole app is refreshed though, so be careful. I couldn't store tabs on Huawei, but it'll save on iPhone.
I'll have to admit that Google Chrome has one pro though: you can delete all of your tabs at once. Helpful for your incognito stuff, or just plain spring cleaning.
These were just some of the organization systems I use (or wish I used). I try to sort by fandom, but at this point it’s just Naruto fanfiction with some bubbles of other fandoms.
But honestly, the best way to clear your tabs is to sort them in a way that makes things easy to find, when the mood finally strikes.

I’ll be very honest.
I’m in the “knows very specific information about the founders due to only reading Narutopedia” gang. Because Tobirama’s favorite food is obviously the most important fact in Naruto.
arguing about naruto on the internet is fun bc half of us have seen twenty eps tops and skimmed the wiki while the other half literally actually honestly sat down and watched every filler episode there is and read the manga twice and yet there is no hierarchy here. the distribution of knowledge is exactly the same
